Riau Governor Detained in Alleged $6.8 Million Extortion scheme

The Corruption Eradication Commission (KPK) in Indonesia has detained Riau Governor Abdul Wahid and two other officials following allegations of extortion related to the province’s 2025 infrastructure budget. The arrests, made on Wednesday, November 5, 2025, mark the latest chapter in a concerning pattern of corruption allegations involving Riau’s leadership.
The KPK has named Governor Wahid, head of the Public Works and Public Housing-Spatial Planning Service (PUPR-PKPP) Muhammad Arief Setiawan, and an expert staff member to the Governor, Dani M Nursalam, as suspects in the case. According to officials, the alleged scheme involved demanding fees from regional infrastructure unit heads in exchange for increased budget allocations.
Deputy Chairman of the KPK, Johanis Tanak, stated that the three suspects will be held for an initial 20-day period, beginning November 4th and extending to November 23rd, 2025. “Governor Wahid is being detained at the ACLC KPK Building Detention Center,” tanak announced at a press conference in Jakarta. “Dani M Nursalam and Muhammad Arief Setiawan are being held at the KPK Red and White House Detention Center.”
The Alleged Scheme: A “Preman Quota”
The investigation began with a meeting between the Secretary of the Riau Province PUPR PKPP Service, Ferry Yunanda, and six heads of regional infrastructure units (UPT) to discuss their capacity to pay fees to Governor Wahid.The initial demand was a 2.5% fee for a substantial increase in the 2025 budget allocated to roads and bridges – a rise from IDR 71.6 billion (approximately $4.6 million USD) to IDR 177.4 billion (approximately $11.4 million USD), representing an increase of IDR 106 billion ($6.8 million USD).
However, Arief Setiawan allegedly escalated the demand, requesting a 5% fee, equivalent to IDR 7 billion (approximately $450,000 USD), for the governor.A senior official revealed that those who refused to comply faced threats of removal or transfer, with the request becoming known within the PUPR PKPP Riau Service as a “preman quota” – a term suggesting a protection racket-style demand.
Sting Operation and arrests
The KPK conducted a sting operation (OTT) on Monday, November 3, 2025, arresting Ferry Yunanda, Muhammad Arief Setiawan, and five UPT heads. During the operation, authorities seized IDR 800 million (approximately $51,000 USD) in cash. Shortly thereafter, Governor Abdul Wahid and his confidant, Tata Maulana, where apprehended at a cafe in Riau. Dani M Nursalam later surrendered to authorities on Tuesday, November 4, 2025.
According to investigators, the scheme involved planned fee deposits in June, August, and november of 2025.
