If you want to be on the safe side, you can actually only travel carefree to exactly eight countries and regions worldwide. After all, seven of the so-called level one countries with the lowest risk for travelers are in Europe. However, they are not classic bathing destinations.

This is the result of the evaluation of the German security company A3M Global Monitoring in Hamburg for 2024. It develops and manages early warning systems for crisis management for large tour operators such as TUI, DER Touristik and Studiosus, among others. To do this, it analyzes everything around the world that could worry travelers – from crime to strikes and political instability to health risks.

These candidates, which promise carefree travel, without restrictions and with very low risks, are Norway, Finland, Iceland, Denmark, Greenland, the Faroe Islands and Switzerland in Europe and Canada in North America. According to the crisis specialist, violent crime against travelers is comparatively rare there. There are no health risks to be expected there, and medical care is guaranteed everywhere. Infrastructure and public transport options are of a high standard.

Germany downgraded, as did the Netherlands

But there are also changes for the worse. Germany has currently been downgraded compared to 2023, from “very low” to only “low” risk. Belgium and the Netherlands are also no longer among the safest countries. All downgrades are due to the recently increased risk of attacks and also to increased crime.

It’s reassuring to know that these Level 2 countries are still considered relatively safe. Most European countries are included – as are the most popular holiday destinations, including Spain, Portugal, Greece, Italy, Croatia, Austria, Sweden and France.

On other continents, tourists in popular travel destinations hardly have to worry about risks, specifically in the USA, Cuba, Japan, South Korea, Australia and New Zealand.

In Africa, Botswana and Namibia are low-risk travel destinations, as is most of Morocco. On the Arabian Peninsula they are Qatar, Oman and the United Arab Emirates. In South America, the risk is also low in Argentina, French Guiana and Uruguay.

Where traveling is dangerous

The situation and classification have become significantly worse in Israel and Gaza, as well as in neighboring Lebanon and the West Bank, which have the highest security level.

Ukraine and, more recently, larger Russian border areas with Ukraine also have a “very high” risk class in Europe. Belarus now has a risk class of “high” instead of “elevated”. The company has also upgraded a narrow Polish border strip that directly borders Ukraine to “increased risk” in 2024.

It is still too dangerous in Syria, Afghanistan, Iran as well as in parts of Pakistan and Iraq (excluding Kurdistan). The African countries Libya, Mali, Niger, Sudan, Burkina Faso, Somalia and the Central African Republic also have the highest risk category.

The crime index of the global database Numbeo takes a different approach. It shows which cities in the world appear to be the most dangerous. And he analyzes where people feel particularly unsafe and where there is more fear of muggings or other criminal attacks. The database is constantly updated.

In the global ranking, Caracas in Venezuela is currently considered the most dangerous city in the world, primarily because of the increase in violence, attacks, robbery and theft. The other inglorious places are followed by three cities in South Africa: Pretoria, Durban and Johannesburg.

Port Moresby in Papua New Guinea is in fifth place. This is followed by San Pedro Sula in Honduras, Rio de Janeiro in Brazil, Port Elizabeth in South Africa, Memphis in Tennessee (USA) and, in tenth place, Salvador, Brazil.

The riskiest cities in Europe

European cities are also compared with each other on the continent. Among the top ten crime hotspots in Europe in 2024, four are in France alone, namely Marseille, Montpellier, Grenoble and Paris, and two in Great Britain with Coventry and Birmingham. Italy is also represented in the top ten with Naples and Catania in Sicily. Liège in Belgium and Malmö in Sweden are also considered risky.

Fortunately, no German city is classified as particularly dangerous: Frankfurt/Main is in 41st place, behind Gothenburg in Sweden and ahead of Stockholm. Hanover is in 48th place and Berlin is in 49th place. Hamburg comes in 53rd place, Leipzig in 59th place.

If you’re surprised by this order: it’s about the perceived security, the subjective feeling of the residents. The reality may be slightly different. According to this ranking, one of the perceived safest cities in Europe is Munich; it is considered the second safest of all the European cities surveyed (131st place).
