The executive established the exemplary form of the notification regarding the obligation of natural persons who are not individual entrepreneurs to submit the obvious commercial quantities of goods imported into the RA and the obligation to pay indirect taxes and to pay the indirect taxes, and repealed the decision of the Government of the Republic of Armenia in 2015. Decision N 865-N of July 30. According to the justification, due to the change made in the relevant decision of the Council of the Eurasian Economic Commission, since January 1, 2019, the quantities of goods imported from the non-member states of the Eurasian Economic Union to the customs territory of the Eurasian Economic Union have been reduced.

By the decision of the Government of the Republic of Armenia, it is proposed to reduce the apparent commercial quantities of goods imported by individuals from the member states of the Eurasian Economic Union. The purpose of the decision is to prevent risks related to illegal business, because in practice there is a risk of natural persons importing goods for personal use within the limits of permissible quantities without paying customs duties and taxes, and later involving these goods in commercial circulation. The regulations presented by the decision will apply to the import of goods from EAEU member states.

Referring to the decision, Tigran Avinyan noted that these restrictions will have a negative impact on the activities of persons importing various products through this route.

“Simply, we must also clearly realize that these imports directly disrupt the work of conscientious taxpayers who import the same products, pay all customs duties, and pay taxes,” the deputy prime minister said.
