ROK-US Defense Ministers Condemn N. Korea’s Trash Balloons… Urge “Immediate Cease Spraying”

Defense Minister Shin Won-sik held a bilateral meeting with U.S. Secretary of Defense Lloyd Austin and condemned North Korea’s launch of trash balloons.

According to the Ministry of National Defense, Minister Shin discussed current issues with Secretary Austin in Tokyo, Japan on the 28th, including strengthening alliance capabilities for security, deterrence, and defense on the Korean Peninsula and in the region, and ways to deepen the ROK-U.S. alliance.

On this day, Minister Yang exchanged views on the recent situation in North Korea and reaffirmed his determination to deter and respond to North Korea’s provocations and threats with the alliance’s combined defense posture and capabilities.

Minister Shin emphasized that North Korea’s recent continued act of scattering trash balloons is a clear violation of the Armistice Agreement and a threat to South Korea’s sovereignty, and the two ministers strongly urged North Korea to immediately cease such provocative acts.

On this day, Minister Yang also discussed military cooperation between North Korea and Russia and made it clear that illegal arms trade and transfer of advanced technology between North Korea and Russia are clear violations of UN Security Council resolutions.

In addition, Minister Yang emphasized that the government will continue to implement UN Security Council sanctions in close cooperation with the international community.

On this day, Minister Yang welcomed the remarkable progress made in the first year of the launch of the ROK-US Nuclear Consultative Group (NCG), as evidenced by the signing of the “ROK-US Korean Peninsula Nuclear Deterrence Nuclear Operations Guidelines.”

In particular, Minister Yang reaffirmed that the “joint guidelines” provide a solid foundation for strengthening the ROK-U.S. integrated extended deterrence cooperation, as President Yoon Seok-yeol and President Joe Biden have pledged.

In doing so, they noted that the ‘Joint Guidelines’ further strengthen the alliance’s practical posture and capabilities in deterring and responding to North Korea’s increasingly sophisticated nuclear and missile threats, and confirmed the importance of carrying out the NCG’s core tasks based on this.

Secretary Austin also reaffirmed that the U.S. commitment to extended deterrence toward South Korea is supported by the “full range” of U.S. capabilities, including nuclear, conventional, and missile defense, as well as advanced non-nuclear capabilities.

Minister Yang stressed the importance of faithfully implementing the ‘ROK-US Alliance Defense Vision’ and agreed to strengthen efforts to modernize alliance capabilities and develop into a science and technology alliance, while continuing to seek ways to cooperate in the defense industry, such as seeking opportunities for joint maintenance.

In addition, while confirming that the ROK-U.S. alliance is stronger than ever, they pledged to continue efforts to develop the ROK-U.S. alliance to contribute to peace and stability not only on the Korean Peninsula but also in the Indo-Pacific region.
