“The Russian military authorities in Armenia detained another Russian citizen, probably to consolidate military and political power in Armenia and challenge Armenian sovereignty against the background of deteriorating relations between Armenia and Russia,” analysts believe.
International organizations for the protection of human rights – the Armenian branch of the Helsinki Civil Assembly in Vanadzor on April 9. reported that Russian military police at Russia’s 102nd military base in Gyumri, Armenia detained Russian citizen Anatoly Shchetin for desertion and are planning to forcibly remove the man to Russia.
Helsinki Civil Assembly lawyer Ani Chatinian told reporters that the organization had sent a report of the crime to Armenia’s Prosecutor General’s Office, and that Russian law enforcement authorities had no right to detain people in Armenia and had to hand over the case to Armenian law enforcement authorities.
Armenia’s Prosecutor General’s Office said it had examined the Helsinki Citizens’ Assembly’s report in accordance with its own procedures.
The Russian citizen was arrested for desertion in December 2023.
In February, Armenian Prime Minister Nikolas Pashinyan responded to the man’s arrest last December, saying that Armenian authorities were investigating the incident and that Armenia “cannot tolerate illegal actions on its territory.”
In an earlier interview with the France 24 TV channel, the head of the Armenian government, N. Pashinyan, stated that the Collective Security Treaty Organization (CSTO) “failed to fulfill its obligations to Armenia in the field of security”.
CSTO members are Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan and Tajikistan.
