Lebanon Signals Shift in Israel Negotiations, Eyes Army Modernization & Syrian Détente
Lebanon is signaling a potential evolution in its approach to negotiations with Israel, including the possible involvement of civilian representatives, alongside a renewed focus on strengthening its military and normalizing relations with Syria. These developments were outlined by a senior official during an exclusive interview with Al-Arabi TV on Saturday, conducted on the sidelines of the Doha 2025 Conference.
The official emphasized a willingness to broaden participation in talks aimed at maintaining regional stability. “If the need arises to involve other civilians in the negotiations with Israel, we will do so,” he stated, clarifying that such a move would not be unprecedented and reflects a progression beyond purely military-level discussions. He further noted that the Parliament Speaker was informed of Ambassador Simon Karam’s participation in recent meetings and raised no objections.
Civilian Involvement in Hostilities Cessation Talks
The inclusion of a civilian element in the Committee to Supervise the Cessation of Hostilities – often referred to as the “Mechanism” – is being viewed as a significant development. This shift suggests a desire to explore broader diplomatic avenues and potentially address underlying issues beyond immediate security concerns. The official underscored that negotiations with the Israeli side “have moved to a level higher than the military level,” indicating a willingness to engage on more complex issues.
Economic Cooperation with Israel Remains Distant Prospect
Despite speculation, the official dismissed the possibility of imminent economic cooperation with Israel. “Israeli talk about economic cooperation with Lebanon is premature, and will not happen until peace is achieved,” he asserted, reaffirming Lebanon’s commitment to a comprehensive and lasting peace based on the Arab Peace Initiative. He stressed the importance of a “just peace that has the elements of sustainability.”
Prioritizing Southern Reconstruction & Disarmament
Rebuilding southern Lebanon and revitalizing its economy remain top priorities for the government. The official highlighted a commitment to securing the area south of the Litani River, stating, “We are committed to confining weapons to the south of the Litani by the end of the year, and the rest of the areas during the next year,” with the exception of areas currently under Israeli control. He acknowledged ongoing Israeli escalation and the need for concerted efforts to deter further conflict.
Hezbollah’s Role and Weapon Confinement
Addressing the issue of Hezbollah weapons, the official stated that the group had agreed to the cessation of hostilities agreement, which limits the possession of arms to state forces. He reiterated Lebanon’s commitment to restricting weaponry to the south of the Litani River, outlining a phased approach for full implementation over the next year.
Strengthening the Lebanese Army
A key component of Lebanon’s strategy for stability involves a significant modernization of its armed forces. The official emphasized the need to increase the size of the military to effectively extend state authority throughout the country. This includes strengthening forces, improving armaments, and increasing salaries for military personnel. “Investing in the Lebanese army is an investment in the stability of the entire region,” he stated. “
Turning a New Page with Syria
Looking beyond immediate security concerns, the official expressed a desire to improve relations with Syria. “We want to turn the last page” in Lebanese-Syrian relations, he said, acknowledging the complex history between the two nations and signaling a willingness to move forward. This sentiment reflects a broader effort to foster regional stability and address long-standing political challenges.
The official’s statements paint a picture of a Lebanon seeking to navigate a complex regional landscape through a combination of diplomatic engagement, military modernization, and a renewed focus on internal stability.
