The government has submitted to the State Duma a bill that allows self-employed Russians to register for tax purposes through a single portal of public services. Citizens of the countries of the Eurasian Economic Union will get a similar opportunity.

“An additional opportunity to interact with the operator of a single portal will allow taxpayers to“ expand ”the efficiency of filing an application with the tax authority for registration and (or) deregistration as a payer of NPD (professional income tax),” the explanatory note (.pdf ).

The draft specifies that if there are deficiencies in the documents submitted to the public services portal, the individual will be notified of the refusal to register through the My Tax mobile application, an authorized credit institution or through State Services, indicating the reasons for the refusal within six days. Documents and any information sent by the tax authority to an individual will not be sent on paper by mail.

The Ministry of Industry and Trade is also discussing simplifying the entry of entrepreneurs to marketplaces and service aggregators. For this, the possibility of registering self-employed directly on the trading floor is being considered.
