Senegal consistently supports the autonomy initiative in the Sahara as part of respect for the sovereignty of the Kingdom of Morocco (former Minister of Foreign Affairs)

The former head of Senegalese diplomacy and one of the signatories of the “Tangier Appeal” for the expulsion of the pseudo “SADR” from the authorities of the African Union, recalled the constant position of Senegal in relation to the question of the Sahara, on the occasion of the presentation on Saturday of his two works which have just been published.

The first of these two works entitled “On the influence of Perestroika on international relations”, is the end-of-study thesis presented by the author as part of his training at the National School of Administration and the judiciary (ENAM).

The second work that the former head of Senegalese diplomacy published is entitled “Collection of speeches at the UN” which was published, with Moustapha Niasse as preface, a former Minister of Foreign Affairs of Senegal and former president of the ‘National Assembly.

In addition to his functions as Minister of Foreign Affairs and Senegalese Abroad, Mr. Mankeur Ndiaye served as ambassador to Mali and France respectively. He had already published “Diplomacy 20 years at the Place” (2018).

The two publications were presented during a dedication ceremony organized on Saturday in Dakar, in the presence of numerous Senegalese officials and the Ambassador of HM the King, Mr. Hassan Naciri.

“Concerning such an important issue which concerns us, that of the Sahara, my country reaffirms its attachment to the consolidation of historical fraternal ties between all the peoples of the Maghreb and Africa, in general. In this spirit, it would be appropriate to discourage all forms of separatism and in this regard, Senegal would like to reiterate its support for Morocco’s initiative to grant broad autonomy to the Sahara within the framework of respect for the sovereignty of the Kingdom and the relevant resolutions of the Security Council, for peace sustainable in the region”, underlined the former head of Senegalese diplomacy in a speech.

The two works aim to allow the reader to become involved in the issues of Senegalese diplomacy in a rapidly changing world, indicates Mr. Ndiaye.

He considers that the concepts of Perestroika and Glasnost are “key notions” which provide “an reading grid making intelligible the important changes which have led to a new configuration of the world geopolitical map”.

The second work is a collection of 238 pages compiling the speeches he gave within UN bodies as Minister of Foreign Affairs and Senegalese Abroad, from October 2012 to September 2017.

This work also contains speeches by Mankeur Ndiaye as Special Representative of the Secretary-General of the United Nations in the Central African Republic and head of the Multidimensional Integrated Stabilization Mission in that country (MINUSCA), from February 2019 to March 2022.

According to him, this collection of speeches allows us to “better understand Senegalese diplomacy within the United Nations”.

« […] I thought that we needed more and more benchmarks, and the United Nations is the place where the efforts of the world are harmonized through the speeches of heads of state or their representatives, and I too “I’ve done some”, hence the usefulness of these speeches “for a good understanding of Senegal’s foreign policy”, he said during this ceremony.
