They refer matters to international authorities. Several non-governmental organizations (NGOs) denounce facial checks carried out by the French police which do not respect international human rights law. They decided, this Thursday, to refer the matter to the United Nations Committee on the Elimination of Racial Discrimination (CERD), reports Amnesty International Franceone of the associations mobilized.
“The State has not taken any measures to deal with the problem”, despite the decision of the Council of State in October which confirms the existence of this discrimination, deplores the NGO in a press release. The associations behind the initiative alongside Amnesty International France are the Community House for Solidarity Development (MCDS), Pazapas, the Equality, Antidiscrimination, Interdisciplinary Justice Network (Reaji) and Human Rights Watch.

“These organizations tirelessly continue their fight to put an end to this discriminatory practice by the French police,” insists the NGO.
Amnesty International recalls the existence of a “historic decision” by the Court of Cassation in 2016, which condemned the State for “gross misconduct” and establishing its responsibility in five cases of identity checks.
“Face checks target in particular young Blacks and Arabs or those perceived as such, including children sometimes as young as ten years old,” denounces the NGO, which relies on several research on this subject. “These abusive and illegal identity checks, widespread throughout the country and deeply rooted in police practices, constitute systemic racial discrimination,” she says.
The organizations want the United Nations to recognize “the systemic nature of the problem of ethnic profiling in France, and explain the specific measures that the French government should take” to put an end to it.
