In one of the world’s most densely populated urban environments, the battle for breathable space is being fought not with massive land acquisitions, but with surgical precision. Shanghai, a metropolis of 25 million residents, has set a staggering goal: the city Shanghai aims to double its parks by 2036, expanding its current inventory to more than 2,000 green spaces.
The announcement follows a significant milestone for the city, which recently became the first in China to reach a total of 1,000 parks. To maintain this momentum, municipal authorities plan to construct 100 new parks within the current year and an additional 1,000 over the coming decade. The initiative is designed to ensure that in a city often defined by its towering skyscrapers and neon grids, residents can find greenery at their windows and public parks within a short walk of their front doors.
For a city where land is among the most expensive and scarce resources on earth, this expansion requires a fundamental shift in urban planning. Rather than seeking vast, undeveloped tracts of land, the city is pivoting toward a strategy of “tapping existing potential”—essentially finding hidden gaps in the urban fabric and transforming them into ecological assets.
Turning Concrete into Canopies
The Shanghai Landscaping and City Appearance Administrative Bureau has acknowledged that traditional expansion is no longer feasible. Instead, the city is focusing on “replicable strategies” that convert underutilized infrastructure into public amenities. A primary example of this is the transformation of the city’s Outer Ring Road.
Over the past few years, Shanghai has developed a continuous ecological corridor along this perimeter. All 36 planned parks along the Outer Ring Road have now been completed, joining 14 existing sites to create a seamless belt of greenery that separates the urban core from the suburban periphery.
The Xuhui West Bank Nature Art Park, which officially opened in August as the city’s 1,000th park, exemplifies this approach. Once a mere 100-meter-wide greenbelt used as a buffer zone, the site has been reimagined into a 300,000-square-meter destination. To put that in perspective, the park is roughly the size of 40 standard soccer fields.
The park now features native vegetation, sunflower fields and modern amenities including accessible restrooms and vending machines. For long-term residents, the change is visceral. Zuo Shuhua, a 65-year-old retired teacher who has lived in the area for over two decades, recalled when the area was an inaccessible thicket. “It was once a dense forest here that we could only look at from a distance. Now, it’s a place where we can stroll and enjoy flowers anytime. I can’t help but marvel at the full sense of happiness in our current lives,” she said.
The Rise of the ‘Pocket Park’
Even as large-scale corridors provide ecological buffers, the city is increasingly relying on “pocket parks” to solve the problem of last-mile accessibility. These small-scale interventions transform neglected lots or awkward urban corners into miniature havens of respite.
Shanghai plans to build or renovate 40 of these pocket parks this year alone. In the Xuhui district, near the Shanghai Stadium, one such project has turned a formerly derelict area into a functional transit shortcut. By creating a landscaped path between a residential neighborhood and the metro station, the city reduced a 10-minute detour to a two-minute walk through a garden featuring flower shops and seating for the elderly.
Further maximizing space, the city has begun auditing government-owned land. By last year, 187 plots of green space previously reserved for government agencies and public service units were opened to the general public. In the Minhang district, the government office complex removed its perimeter walls to transform 2,900 square meters of auxiliary greenery into a public garden that remains open 24 hours a day.

A prime example is the 2022 renovation of Peace Park in the Hongkou district. Engineers integrated 8,700 cubic meters of temporary storage space into the park’s design, allowing it to absorb and filter rainwater from a surrounding 36-hectare area—a volume that exceeds the local drainage system’s capacity.
These green spaces are also functioning as vital corridors for biodiversity. In recent years, the Chinese water deer—a species once fragmented by urban sprawl—has reappeared in parks within the Pudong New Area and on Chongming Island, signaling that the city’s fragmented habitats are beginning to reconnect.
The Human Element and Future Demands
As the city moves toward its 2036 target, the focus is shifting from the quantity of parks to the quality of the experience. While the government focuses on ecological metrics, residents are beginning to voice specific needs for how these spaces are used.
Among the most frequent requests from the community is the creation of designated pet zones. As pet ownership rises in Shanghai’s high-rise apartments, residents have expressed a desire for specialized areas where dogs and other pets can socialize without conflicting with other park users.
The next phase of the expansion will likely be measured by how well the city integrates these community-led requests into the 1,000 new parks planned for the next decade.
