Singapore’s foreign policy is facing unprecedented domestic attention, with increased public interest and parliamentary debate shaping the government’s approach to international affairs.
Singapore’s Foreign Minister Dr. Vivian Balakrishnan has engaged in “hundreds of sessions” with citizens to discuss the nation’s foreign policy, reflecting a growing demand for transparency and accountability. He observed a significant shift in parliamentary discourse, noting that questioning of foreign policy decisions is now commonplace during budget debates and ministerial statements – a stark contrast to the past.”In the past,I would have had very few questions in Parliament,” he told The Straits Times (ST). “But today…you can be on the front lines in Parliament, which means foreign policy now has domestic salience.”
Balancing Diverse Perspectives
Dr. Balakrishnan highlighted the unique challenge of formulating foreign policy in Singapore’s multiracial and multi-religious society. He explained that differing perspectives on global conflicts are natural, but maintaining internal alignment remains crucial. The government is increasingly factoring domestic sentiment into its decision-making process, with the ongoing conflict in Gaza serving as a current example of this delicate balancing act. He described the situation as a “horrible tragedy.”
The Gaza Conflict and International Law
When pressed on whether Israel’s actions in Gaza constitute genocide – a charge leveled by some nations and a United Nations Commission of Inquiry – Dr. Balakrishnan refrained from offering a definitive judgment. Instead, he deferred to the International Court of Justice, stating, “That’s for the court to decide.” This cautious approach underscores Singapore’s commitment to international legal processes and its reluctance to preempt judicial rulings.
The Demand for Symbolic Action
The minister acknowledged a growing public expectation for symbolic gestures in foreign policy – actions that visibly demonstrate Singapore’s values and moral principles. “I think it is not unreasonable for people to say, ‘I want you – since you are my representative on the global stage – to reflect our identity, to reflect what we hold dear, and to reflect the principles upon which we organize ourselves,'” he said.
Though, Dr. balakrishnan cautioned against allowing moral outrage or values-based activism to solely dictate foreign policy. He pointed out the hypocrisy of “Westerners” lecturing Singapore on societal association while together resisting external interference in their own affairs. “If I say I don’t want a lecture from others, I don’t go around lecturing other people too,” he asserted.
Addressing calls for a more forceful condemnation of Israel, Dr. Balakrishnan acknowledged that Singapore has already expressed its concerns to Israeli leaders. “Well, that’s a matter of degree. But have we said that this has gone on too long, too far, too much? Yes, we have. Have I told this directly to the Israeli leaders? Yes, I have.” He added that Israel “cannot be pleased with it.” Despite these direct communications, he expressed skepticism about their impact, stating, “The issues are too complicated, too complicated, too deep.”
