A new push to broaden access to vital social safety nets is underway across the province, with local authorities taking the lead in implementing the Social Security Law of 2024 and reaching underserved populations.
Vietnam is intensifying efforts to expand social insurance and health insurance coverage, placing duty for implementation directly with municipal and district people’s committees. This initiative, guided by the Social Security Law of 2024, aims to bolster the financial security and well-being of citizens, notably those in vulnerable sectors.
According to the new law,local authorities are tasked not only with administering and implementing social and health insurance programs within their jurisdictions but also with proactive outreach to ensure maximum participation.
July 1, 2025, is prioritizing outreach to previously uninsured residents. With a population of approximately 30,000 spread across 17 districts, officials are actively identifying individuals who have not yet enrolled in social insurance programs.
“We are coordinating with the provincial social insurance to deliver data and training to cadres,party members,district advisory councils,residents’ initiatives,and citizens’ organizations,” stated a senior official from the district’s department for culture and social affairs. “Our goal is to effectively communicate the benefits of social insurance and encourage widespread participation.”
This targeted approach is particularly crucial for specific demographics. As noted by the chairwoman of the Farmers’ Association of Ha Phong 8 (Ha Tu District), “Most of the area’s residents are fishermen, and manny are not yet covered by social security. Once we have all the information, we will encourage people to register to receive a pension when they retire.”
Progress and Ongoing Challenges
While some districts are demonstrating strong progress, challenges remain. In Ha lam district, the health insurance rate currently stands at an extraordinary 98%. However, officials acknowledge that pockets of the population still lack both social and health insurance coverage. They are currently compiling a list of these individuals to target with focused outreach and educational initiatives.
The Provincial Social Security has begun distributing the Social Security Law of 2024 to cadres and residential groups in districts like Cao Xanh, beginning in October 2025. across the province,localities are organizing information and training conferences for community leaders,focusing on key aspects of the amended law,including eligibility requirements,contribution levels,benefit structures,and state support mechanisms.
Quang Yen Social Insurance, serving six communities and districts, is collaborating with local authorities to enhance policy implementation. According to Bui Viet Thai, deputy director of Quang Yen Social Security, “Grassroots workers are closest to the people, knowing every household and professional group. Their understanding and effective communication of social and health insurance policy are vital for reaching the population quickly and efficiently.”
To ensure a unified approach, the provincial social security department recently held a training conference for municipal-level civil servants and employees following administrative reorganization. The conference clarified the roles and responsibilities of local People’s Committees in managing and implementing social insurance and health insurance policies.
Positive Enrollment Trends
Data released by the provincial social insurance at the end of October 2025 reveals encouraging trends. A total of 324,400 people are now participating in social insurance across the province, representing a 24,000-person increase compared to the same period in 2024. This equates to 50.76% of the labor force, with 277,650 enrolled in compulsory schemes and 46,722 in voluntary programs. Furthermore, 266,600 individuals are covered by unemployment insurance, and nearly 1.3 million residents – 94.85% of the population – have health insurance.
These figures demonstrate the growing momentum behind the province’s efforts to strengthen its social safety net and ensure greater financial security for its citizens. the continued collaboration between provincial and local authorities, coupled with targeted outreach to vulnerable populations, will be crucial in sustaining this positive trajectory.
