Title of the Contract: MAINTENANCE OF DRAINAGE CHANNELS IN THE COMMUNITIES OF MATOTO AND RATOMA

1. The Government of the Republic of Guinea has obtained a loan/donation from the Islamic Development Bank (IDB), for an amount of fifty-four million (54,000,000) United States Dollars (USD), the contribution from the Guinean Government (BND) is the equivalent in GNF of five million (5,000,000) United States Dollars (USD) and it intends to use part of this BND contribution to make authorized payments for maintenance works on drainage canals in the communes of Matoto and Ratoma in three (03) batches for the Commune of Ratoma and in four (04) for the Commune of Matoto:

• Lot 1: Canal Dabondy (T1) school-School sector for an execution period of eight (08) months;
• Lot 2: Canal Sangoyah mosque (shell station) – Momoé khemato sector for an execution time of eight (08) months;
• Lot 3: Canal Enta market (at the top of the Moroccan mosque) – Sakhoya sector – road crossing at the entrance to the Soloprimo City to the Bérétéya valley for an execution period of eight (08) months;
• Lot 4: Canal Gbessia port 2 (Central mosque zone) for an execution time of eight (08) months.

2. The National Agency for Sanitation and Public Health (ANASP)/Conakry Sanitation Project Management Unit, solicits sealed bids from eligible bidders meeting the required qualifications.

The execution time will be eight (08) months outside the rainy season and to count from the date of payment of the start-up advance.

3. The tender procedure will be the National Call for Tenders (NCB) as defined in the Guidelines for the Procurement of Goods, Works and Related Services within the framework of Projects financed by the BND, following the provisions of the public procurement code.

4. Interested and eligible Bidders can obtain information from the Conakry Sanitation Project Management Unit (UGPAC) – Office located in the Almamya district, Koula building (sixth floor, B6), Commune of Kaloum (tel. : [phone])

5. The National Tender Document in French may be purchased by any interested and eligible Bidder by making a written request to the address below against a non-refundable payment of two Million Guinean Francs (2,000,000 GNF); the payment method will be:

• 50% of the amount will be paid to the Central Treasury Receiver in account n^o 2011 000 136 opened to BCRG;
• 30% of the amount will be paid for the benefit of the ARMP to account no. 2011 000 407 domiciled at the BCRG;
• 20% of the amount will be paid to account no. 2011 000 148 – PGP – Dep SP/ 224 326 – Projet Assainissement Conakry – domiciled at BCRG.

The National Call for Tenders file will be collected directly by the candidates at the address indicated below from 04/02/2024 and upon presentation of proof of payment issued by the BCRG. At the candidate’s request, the electronic version of the DAO will be provided.

6. The provisions of the Instructions to Bidders and the General Administrative Clauses are those of the Standard Tender Document.

7. Offers must be delivered to the address below no later than 05/15/2024 from 10:00 a.m. UT. Submission of bids electronically “shall not” be permitted. Any offer received after the deadline for submission of offers will be rejected. Bids will be opened in the presence of representatives of bidders and persons present at the address mentioned below on 05/15/2024 from 10:05 a.m. UT – Address for submission and opening of bids: meeting room – Unit of Conakry Sanitation Project Management (UGPAC) – Office located in the Almamya district, Koula building (sixth floor, B6), Municipality of Kaloum.

Any candidate can bid for one or more lots but will not be awarded more than one (01) lot, so only the quantities executed will be paid.

8. Offers must be accompanied by “an Offer Guarantee”, for a total amount of Ten Million Guinean Francs (10,000,000 GNF) for each lot or its equivalent in any freely convertible currency at the rate of BCRG fifteen ( 15) days before the tender opening date and this tender guarantee must remain valid for a minimum period of 120 days from the submission deadline

9. The validity period of the offer will be 90 days from the submission deadline. All bidders must provide proof of the availability of financial resources allocated to the Project.

10. The ARMP regulatory fee, set at 0.6% of the amount excluding taxes of the contract, will be borne by the successful bidder for the benefit of the Public Procurement Regulatory Authority, in accordance with the provisions of Article 41 of decree D/154/PRG/SGG of July 10, 2020 and Article 2 of Joint Order AC/2304/MEF/MB/CAB/SGG of 08/07/2020. It will be paid in proportion to the percentage of the market amount paid; And

The payment by the contract holder of the registration costs of 0.3% of the amount excluding taxes of the market for the benefit of the General Directorate of Public Procurement Control, in accordance with Order No. 1252/MEF/CAB/ SGG of 04/05/2023 relating to the attribution and organization of the General Directorate of Public Procurement Control.

11. Any company having an ongoing contract with PAC 2GUI 1002 and having not achieved a minimum execution rate of 85% will not be eligible to tender for this call for tenders.
