Chairman of the State Revenue Committee, Rustam Badasyan, had a meeting with the participants of foreign economic activities, jointly discussing the prospects of application and development of the Institute of Authorized Economic Operator (LTO), issues of interest to business and ways of their regulation.

The President of the SRC, in the context of the reforms implemented in the direction of the development of the Institute of the Authorized Economic Operator, emphasized the active participation of businessmen in the process. According to Rustam Badasyan, an opportunity has already been created for the development of the Institute of the Authorized Economic Operator in Armenia by the draft decision of the Government of the Republic of Armenia.

The head of the committee drew the attention of businessmen to the features of the institute of the authorized economic operator in use and the opportunities provided in case of using them. “For businessmen with LTO status, it is first of all a saving of time and costs in the process of carrying out customs operations. As a result of the reforms, simplified procedures for customs operations will be applied to low-risk organizations, through which contacts with the customs authority will be reduced to a minimum, businessmen will be served on an emergency basis, and an opportunity will be provided to release goods from border crossing points, and then make declarations.” The head of the committee emphasized that in order to use the proposed toolkit, those conducting foreign economic activities need to meet the standards and requirements of a law-abiding taxpayer, as well as a number of other standards and requirements set by the legislation.

For the businessmen who have the first and second type certificates of the authorized economic operator at the same time, in parallel with a number of simplifications of customs operations, the State Revenue Committee plans to establish a certain other possibility, in particular, to provide a permanent location in the customs control zones, in the presence of a certificate issued by the SRC training center, a customs representative service delivery etc. According to Lilit Movsisyan, Deputy Head of the Administration Methodology and Procedures Department of SRC, in the presence of certificates of the first, second or third type, the participants of foreign economic activities will get the opportunity to provide complex services related to customs operations in the customs control zones.

The awareness meeting took place in the format of active discussions, questions and answers. Businessmen raised various questions related to obtaining the status of an authorized economic operator, established privileges and their activities. And individual issues requiring more in-depth study were suggested to be discussed through feedback.
