U.S. special envoy Steve Witkoff arrived in Oslo on October 20 for high-stakes meetings with Ukrainian President Volodymyr Zelenskyy and European officials. The diplomatic push aims to finalize a comprehensive peace proposal for Russia, focusing on sovereign security guarantees and postwar economic structures, as the U.S. prepares for potential direct negotiations.
Diplomatic Tracks in Oslo and Beyond
The current U.S.-led diplomatic initiative is organized around two parallel objectives. The first, according to a U.S. official, involves “securing Ukraine’s future: establishing a sovereign, secure, and prosperous future for Ukraine, including credible security guarantees, European integration, and a comprehensive postwar economic structure that meets Ukraine’s financial needs and creates opportunities for long-term growth and investment.”
The second track targets “creating the conditions for lasting peace: developing a comprehensive proposal for Russia that would address the issues necessary to end the war, establish a new and sustainable security architecture between Russia and Europe, and explore opportunities for postwar economic cooperation.” A U.S. official noted that President Trump’s goal is to stop the killing, end the conflict, and foster lasting peace benefiting Ukraine, Russia, Europe, and the United States.
Representatives from the E4 countries—comprising the United Kingdom, France, Germany, and Poland—along with the European Union and NATO officials, are participating in the Oslo talks alongside Norwegian Prime Minister Jonas Gahr Støre. While Jared Kushner is also serving as a U.S. envoy, he contracted the flu and is attending the discussions via video link, according to the U.S. administration official.
Witkoff’s Planned Trip to Moscow
Following the meetings in the Norwegian capital, Witkoff is expected to travel to Russia for discussions with Russian President Vladimir Putin. Kremlin spokesman Dmitry Peskov confirmed that Moscow hopes a meeting between Putin and Witkoff can be arranged soon so the envoy can brief the Russian leader on his discussions with Ukrainian and European officials, describing the U.S. mediation efforts as important, timely, and substantive.
The diplomatic agenda follows intensive technical-level work over the past week where representatives of the United States, Ukraine, and Europe worked together to develop the peace proposals, building upon earlier sessions held at Witkoff’s Shell Bay club in the Miami area.

Friction Over Negotiation Strategies
The path to these talks has been marked by recent tension between Washington and Kyiv. President Donald Trump has publicly criticized the Ukrainian leadership, stating that Russia had been fine on Ukraine
and suggesting that Zelenskyy was not helping matters much,
while urging Kyiv to find somebody else to negotiate.
Zelenskyy has managed these strained relations while discussing critical defense needs with the U.S., including ballistic missile interceptors, early warnings of Russian missile attacks, and the restoration of satellite services. Secretary of State Marco Rubio. Addressing the diplomatic churn, Zelenskyy stated that he had conversations with the American President’s envoys, noting that their teams maintain virtually nonstop communication as they prepare the next steps in diplomacy.

At the same time, policy differences have emerged, with Vance calling on Ukraine to stop strikes on Russia’s energy infrastructure. Beyond the immediate peace talks, the situation is further complicated by wider diplomatic and strategic realities, with Kremlin spokesman Dmitry Peskov stating that Moscow agrees Kyiv lacks commitment to the peace process, while Ukrainian military intelligence chief Kyrylo Budanov has indicated he does not expect fighting to end before spring 2027 alongside predictions of further Russian strategic air strikes over the winter.
