The American Securities and Exchange Commission (SEC) fined DWS $25 million, including $19 million for greenwashing. Is the punishment justified?

We had roughly expected both the amount of the fine and the subject matter of the agreement with the SEC. On the one hand, there was the accusation that our marketing was exuberant, I don’t say deliberately exaggerated. The other thing was that our control processes were still incomplete.
What is the difference between exaggerated and exuberant?
