The Tamilaga Vettri Kazhagam (TVK) government presented its maiden Budget for the 2026–27 financial year in the Legislative Assembly, laying out a strategic roadmap to grow Tamil Nadu into a $1.5 trillion economy by 2031, according to The Times of India.

Major Education and Skill Development Allocations
Education formed a core pillar of the fiscal estimates, with the School Education Department receiving ₹44,527 crore and the Higher Education Department allocated ₹8,393 crore, according to The Times of India. Key educational initiatives include:

- School Modernization: An initial ₹300 crore set aside this year under the Palli Niraivu Thittam to modernize 3,734 government schools as part of a larger ₹2,132-crore project, alongside ₹139 crore for the ‘Super Clean, Super Campus’ scheme targeting sanitation and drinking water across 10,000 schools.
- Model Schools and Infrastructure: ₹125 crore allocated to establish Perunthalaivar Kamarajar Model Schools providing modern residential education, alongside ₹90 crore to build five new Industrial Training Institutes (ITIs) and a new law college in Madurai.
- Student Transit and Curriculum: ₹277 crore earmarked under the ‘Puthiya Payanam, Puthiya Vegam’ scheme to distribute free bicycles equipped with helmets and water bottles to 5.3 lakh Class XI students, complemented by ₹25 crore for curriculum reform.
Additionally, the government announced that five lakh students and faculty members from engineering colleges, polytechnics, and ITIs will receive artificial intelligence training by 2031. Under the Vetrithiran Training Scheme, one lakh job seekers will receive skill development with a monthly stipend, backed by a ₹150 crore allocation.
Welfare Schemes for Women, Children, and Infrastructure
The budget introduced several targeted welfare programs. Under the ‘Annan Seer Thittam’, eligible brides will receive an eight-gram gold coin and a silk saree on their wedding day, backed by an ₹812 crore allocation, according to theweek.in. Furthermore, ₹560 crore was allocated for the ‘Thaai Maaman Thanga Mothiram Thittam’ to provide one-gram gold rings to children born in government hospitals, with the initiative set to be launched by Chief Minister Vijay on September 15.
In infrastructure and urban development, the Highways and Minor Ports Department received ₹21,524 crore, with about ₹9,300 crore dedicated to the Comprehensive Road Infrastructure Development Programme for widening state highways and improving rural roads.
Political Opposition and Criticism
Opposition leaders sharply criticized the maiden budget following its presentation. DMK president and former Chief Minister M.K. Stalin dismissed the revised estimates as a “damp squib” and a remake of existing Dravidian Model schemes, stating that it lacked originality and failed to address farmers’ grievances, electricity billing concerns, or the rising cost of living, according to The Hindu. Stalin added that the document omitted major electoral pledges, including ₹2,500 monthly assistance for women, ₹4,000 for unemployed youth, six free LPG cylinders, and crop loan waivers.
AIADMK general secretary Edappadi K Palaniswami similarly rated the budget a “zero”, alleging that the administration merely renamed existing welfare programs and failed to deliver on core election promises, while raising concerns over the state’s total debt standing at ₹10,98,768 crore and a fiscal deficit of ₹1,21,819 crore, as noted by theprint.in.
