About 1,500 taxpayers have received messages on their computer asking them to explain to tax administration and to justify the huge differences that arise between taxable income and expenses which they seem to have carried out.

The vast majority of them are freelancers who have declared an income of less than 10,000 euros.

All the above taxpayers, for the most part professionals, have a common feature: they declared incomes of less than 10,000 euros in 2022, while at the same time their expenses are multiple. For some the expenses amount to 30,000, to others 100,000, while there are also cases of expenses from 150,000 to 300,000 euros. It is noted that of the 612,413 professionals who started before 2019 and have submitted a tax return for all five tax years (2018 to 2022), 170,338 declare zero profits or losses for these consecutive years. Of the rest, the largest percentage declares incomes that do not exceed 10,000 euros.

The auditors of the tax office they do not consider them “a priori” tax evaders, as it is possible that some may justify the expenses they incurred by selling assets or other assets.

According to the sources of the tax administration, “the answers of the taxpayers are expected and the audits will proceed according to them”. Some, that is, may present, as mentioned above, data that proves the large amount of expenses. Those who cannot justify them, will begin control which will reach a depth of five years.

It is noted that the above taxpayers emerged after the great intersection that was made last year in the fall of AADE in 3.8 million tax returns with incomes below 10,000 euros. By comparing declared incomes with the cost of living as recorded electronically, AADE aimed to identify those who hide their true incomes. In particular, data from bank account and card transactions, electricity bills, mobile phone billsbut also a series of information about various payments that were compared with the incomes declared by the taxpayers.

The cross-check initially “extracted” 440,000 cases, of which the major differences were detected in about 20,000 cases, which are those that will be initially called for explanations.

For the 420,000 tax returns, the discrepancy between expenses and income was small and at this stage it is not deemed necessary to check them. After the explanation process, the final scrapping will take place and a new list of taxpayers will be compiled that will be scrutinized by the tax audit mechanism.

One more element that shows the great concealment of taxable material arises from the declared income and consumption expenses. According to the data, the total declared income of natural persons in AADE amounts to 84 billion euros, while the final consumption expenditure of households based on the data of ELSTAT it is higher by about 40 billion. However, tourism revenues should also be included in this amount.

Specifically, the following elements were crossed:

• Payments by card, credit and debit.

• Interest on deposits as well as bank accounts with cumulative movements of more than 100,000 euros during the year.

• Interest and loan installments, from consumer and mortgage to credit cards.

• Retail expenses in shops and supermarkets (those derived from electronic transactions and those declared in electronic books).

• Spending on buying assets, from real estate and cars to yachts.

• Expenses for life, death, personal accident and sickness insurance policies.

• Tuition at private schools.

• Expenses for light, water, telephone, if they exceeded 1,000 euros.

The data from the tax returns that were cross-referenced were:

– 2,413,645 TINs with income up to 5,000 euros.

– 1,343,890 taxpayers who declare incomes of 5,000-10,000 euros.
