Landmark Agreement Streamlines disability Benefits Access Through Enhanced Data Exchange

A new initiative promises to drastically reduce the time it takes for individuals to receive determinations on their eligibility for Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) by modernizing the process of medical record exchange. The Department of Health and Human Services (HHS) and the Social Security Management (SSA) are collaborating to improve this system through the Trusted Exchange Framework and Common Agreementâ„¢ (TEFCAâ„¢).
The current process of obtaining necessary medical documentation is often lengthy and resource-intensive for both patients and healthcare providers. Patients and providers frequently dedicate significant time to retrieving, reviewing, copying, and transmitting relevant medical records. This new framework aims to alleviate these burdens.
Accelerating Disability Determinations with TEFCA
The collaboration between the Assistant Secretary for Technology policy and office of the National Coordinator for Health Information Technology (ASTP/ONC), the SSA, and the TEFCA Recognized Coordinating Entity® (RCE®) has resulted in the release of the Exchange Purpose Implementation Standard Operating Procedure (SOP): Government Benefits Determination. This SOP outlines how federal, state, local, and tribal government entities can utilize TEFCA to efficiently access the information required to assess eligibility for non-health care government benefits.
“This SOP details how government entities can leverage TEFCA to obtain information needed to determine an individual’s eligibility for non-health care government benefits,” a senior official stated.
Specifically,the Government Benefits Determination Exchange Purpose includes a sub-exchange purpose focused on the two SSA programs that provide benefits based on disability: SSDI (title II of the Social Security Act) and SSI (title XVI of the Act). By leveraging interoperability networks supported by TEFCA,the SSA anticipates a significant acceleration in disability determinations. Medical record collection, which traditionally takes weeks or even months, could be reduced to mere minutes or seconds.
Cost Savings and Technological Updates
The benefits extend beyond speed. The SSA also expects to realize substantial cost savings by eliminating the need for printing and mailing physical documentation. This shift towards digital exchange represents a significant modernization of the benefits application process.
To facilitate this transformation, the Qualified Health Information Network® (QHINTM) Technical Framework Agreement (QTF) Version 2.1 has been updated. This update ensures that requests from government entities are efficiently directed to the specific organizations that possess the necessary information, rather than initiating broad queries across the entire network. This targeted approach enhances both efficiency and data security.
Implementation and Ongoing Updates
The 11 QHINs are currently implementing the necessary updates to align with the new SOP and Exchange Purposes. ASTP/ONC expressed enthusiasm for the collaborative effort, emphasizing its commitment to ensuring TEFCA continues to meet the evolving needs of the healthcare community.
