1. The Republic of Armenia has never had territorial aspirations towards the Republic of Azerbaijan and has never questioned its territorial integrity.

4. The Republic of Nagorno Karabakh has never been part of the Republic of Azerbaijan both legally and in fact.

5. With the Almaty Declaration of December 21, 1991, the Republic of Armenia joined the Agreement on the establishment of the CIS of December 8, 1991, which:

• contains a provision on the rights of peoples to self-determination.

• Ratified by the RA Supreme Council with reservations regarding the people’s right to self-determination.

• cannot be a basis for recognizing the borders of the Azerbaijan Republic within the borders of the Azerbaijan Soviet Socialist Republic.

6. Territorial integrity is one of the fundamental principles proposed by the co-chairs of the OSCE Minsk Group for the settlement of the Artsakh problem, which has been recorded many times, along with the right of peoples to self-determination and the non-use of force or the threat of force.

• Using force against the people of Nagorno-Karabakh, with a 44-day war.

• Violation of the territorial integrity of the Nagorno-Karabakh Republic.

• Neglecting the right to self-determination of the Nagorno-Karabakh people in the current negotiation process.

7. Separating the Armenian-Azerbaijani relations from the Nagorno Karabakh issue by Azerbaijan in the negotiation process between Armenia and Azerbaijan, leaving the Republic of Artsakh alone and refusing the responsibility of its security guarantor is an inadmissible step tantamount to treason, as we have warned many times.

Therefore, the acceptance of the territorial integrity of the Republic of Azerbaijan cannot contradict the imperative of guaranteeing, realizing the right to self-determination of the people of Nagorno-Karabakh and expressing it with documented content in the ongoing negotiations.”
