The Undersecretary of the Audit Bureau, Atiyatullah Hussein Abdel Karim, sent an official letter to the Prime Minister of the National Unity Government, Abdel Hamid Al-Dabaiba, asking him to reorganize the Medical Insurance Authority.

The letter pointed out that there are negatives resulting from the overlap of Medical Liability Law No. (17) of 1986 and Law No. (3) of 2005 regarding supervision of insurance companies, which led to taking away the powers of the Medical Insurance Authority.

Diwan’s agent spoke in his speech about the Authority’s inability to oblige all public entities to deal with it, considering that this matter led to the contracting parties granting it a percentage of subscriptions as a refund from the value of medical insurance premiums, between 50% and 80% of the value of those subscriptions, similar to insurance companies. Private.

Attiya Allah Hussein Abdel Karim also indicated that Resolution of the Presidential Council of the Government of National Accord No. (228) of 2021 regarding the reorganization of the Medical Insurance Authority gave the Authority the jurisdiction to recycle and invest the amounts (with the remaining amounts collected), but this matter may be complicated due to the recovery of the amounts. Amounts paid by contracting parties.

Abdul Karim called for taking measures to amend Resolution No. (228) of 2021 AD regarding organizing the work of the Medical Insurance Authority and determining sources of funding, and obliging the Ministry of Finance to deduct and directly transfer the 3% of medical insurance contributions from the source to the Medical Insurance Authority, which addresses the phenomenon of recovering amounts. And the manifestations of corruption, according to the speech.

He also urged the Audit Bureau to address the Ministry of Health to oblige its affiliated entities not to conclude any medical insurance contracts except through the Medical Insurance Authority, with the Authority performing a monthly reconciliation with the Ministry of Finance of the values ​​collected from each of the contracting parties with the values ​​that are supposed to be collected, as well as List the names of medical and ancillary medical personnel.
