– What are‌ the key changes in⁣ financial equalization for Armenian communities in 2024?

Interview with Gnel Sanosyan: Understanding the ⁣2024 financial Equalization ‍in Armenia

Editor: Welcome, Minister Gnel Sanosyan. Thank you for ⁤joining us today. As the TCE Minister, you recently ‍announced meaningful updates regarding the allocation of 85.3 billion drams for the upcoming year.⁤ Can you elaborate⁤ on the distribution principles of this budget among the 71 communities?

Sanosyan: Thank you ⁤for having me. The allocation of 85.3 billion drams in 2024 is a ‌pivotal step forward in our financial equalization ⁤efforts. This year’s distribution‍ is 15.6 billion drams more than what we had in 2023.By adopting a new principle for financial equalization, we aim to ensure a fairer depiction of resources across all communities, enabling ‌them to effectively address local needs.

Editor: That’s an notable increase! During your presentation, you ⁢mentioned record achievements in subsidy programs, with 446 projects implemented. How do‌ these programs impact local communities?

Sanosyan: Absolutely, the implementation of 446 subsidy ‌programs,⁤ which ⁢involved a total expenditure ⁣of 58.2 billion drams, represents ⁢a⁢ significant achievement. The⁤ government’s contribution was 3.3 billion drams, supporting various sub-projects that aim to⁢ uplift local infrastructure and services. These programs generate jobs, improve living conditions, and enhance community advancement, leading to an⁤ overall improved quality⁤ of life in the regions.

Editor: ⁣You referred to the potential of reaching ⁤1,000 sub-projects when considering all implemented programs. ⁤Can you provide insights on how this ⁣breadth ⁤of projects ⁣translates to tangible ⁢benefits ⁢for the citizens?

Sanosyan: Each sub-project⁣ brings specific benefits tailored to the local context. For instance, with 803 kilometers of roads built, overhauled, or renovated across the republic, the improvements in transportation significantly ease access to markets, schools, and health services. Such infrastructure development is crucial for economic growth and mobility, ensuring that various ⁣communities are not left behind.

Editor: Apart⁤ from the subsidy programs, you also noted ⁢the implementation of 31 urgent programs with a budget of 2.5 billion drams. What types of initiatives are included in these urgent programs?

Sanosyan: The urgent programs are designed to address immediate needs within communities. They cover a variety of‌ areas, including emergency repairs, public health initiatives, and educational infrastructure enhancements. Such as, when a community faces sudden infrastructural challenges,⁤ these ⁢programs allow for swift action to mitigate issues before they escalate.

Editor: It sounds like the government⁣ is taking ⁤proactive measures. What advice would you give to community leaders and local governments to maximize the ⁢benefits from these financial allocations?

Sanosyan: My advice would⁤ be to actively engage with⁤ the communities to identify their‌ unique needs⁤ and ensure clarity throughout the implementation process.⁢ Collaborating with local stakeholders⁤ can enhance the effectiveness of these programs. Moreover, maintaining an open communication channel with the government can help⁢ in navigating the funding process efficiently, ensuring that resources are utilized optimally.

Editor: Thank you, Minister Sanosyan,⁢ for ⁢your insights. It’s clear that these measures will play a‌ crucial role in shaping the future of Armenia’s communities.

Sanosyan: Thank you ⁢for the opportunity to share‍ our developments. Together, we can create a stronger, more equitable future⁢ for all ⁢communities in⁤ Armenia.
