The Centre national du cinéma et de l’image animée (CNC) will allocate 6 million euros annually to its Fonds d’aide à la création pour les plateformes sociales, doubling the funding level that existed before the program was suspended earlier this year. CNC president Gaëtan Bruel announced this 6-million-euro commitment at the Paris Creator Week, with the agency planning a full relaunch in 2027.

CNC Suspends Funding Over Impartiality Concerns

The funding program began on January 1, 2026, replacing the previous “CNC Talent” aid, but was suspended on April 8, 2026. According to Le Monde, the agency president halted the commission’s work until further notice following threats against members and disputes over project impartiality.

In late March, a videographer recently appointed to the commission stated on Twitch she would veto any dossier deliberately proposed by someone from the far right and claimed she would saucer—or favor—projects she personally liked. The CNC ended her mission for a serious breach of her ethical obligations. Gaëtan Bruel stated the situation reached an unprecedented level of intensity, including threats against staff, a concern echoed by political figures such as Marion Maréchal and François-Xavier Bellamy.

Fund Budget Rises to Six Million Euros for Cultural Projects

The annual budget for the fund will reach 6 million euros in 2027, up from the two-to-three-million-euro range established when it replaced CNC Talent in early 2026. Gaëtan Bruel asserted that works for social platforms have the same dignity as works for cinema, for television, and for video-on-demand platforms. The commission may now award up to several hundred thousand euros for a single project.

The CNC reserves this aid for works with high cultural and artistic value, explicitly excluding news programs and emissions of information. On April 3, 2026, the agency announced it would implement recovery procedures for aid if project conditions are not met.

Industry Representatives Critique Funding Levels

Industry groups remain divided on the 2027 budget, despite the CNC noting that its predecessor, CNC Talent, supported approximately 700 projects between 2017 and 2025.

“These amounts are anecdotal,” complained Roxane Tyrbas, head of the ‘April 11 Collective’ which was formed following the suspension of the fund and represents more than 200 influencers. “It was time for public support to be more ambitious. We are far from it! Especially since the 6 million includes the 2026 budget that had not been spent and the 3 million already planned.”

Bénédicte de Kersauson, general delegate of the Union des métiers de l’influence et des créateurs de contenu (UMICC), argued that the creator economy will not see the benefits of the increased revenue the CNC will collect from platforms via the “taxe TSV”.

It is a mirage. While the CNC will collect twice as much revenue from platforms via the ‘TSV tax,’ the creator economy will not benefit from it, even though it is precisely at the origin of a significant share of the platforms’ revenue.

The UMICC is now advocating for the government to direct revenue from the increased taxe TSV toward a dedicated fund for digital creation.
