Political scientist Hrant-Melik Shahnazaaryan emphasizes that if there was a decree to dissolve the Republic of Artsakh, then there should also be another decree canceling that paper, or another corresponding document.

Of course, I understand that the cancellation of Samvel Shahramanyan’s decree of September 26 will not improve the life of Artsakh or the people of Artsakh in any way. But there are two important circumstances that cannot be ignored.

First of all, it refers to the future discourses regarding the fate of Artsakh in the political and legal spheres. Any specialist who has worked against Azerbaijan in informational, propaganda, legal, historical and other fields will confirm how important such documents are for confirming and/or refuting this or that thesis. Isn’t it understandable that Azerbaijan already has a source of reference in those future debates? And us? How will we prove that first the enemy refers to a non-existent document and then that the decree was signed under the threat of Azerbaijan to completely massacre the Armenians of Artsakh?

The second circumstance is more important. It refers to the national objectives of fighting for Artsakh. In other words, if the famous decree is not canceled today, it is another proof that there is not only a struggle, but also no desire to struggle. It is also the proof that Nikol and Aliyev are right in this matter and not all those who consider that Artsakh is our Motherland and that we should not give up our goals to restore it.

So, I advise the authorities of Artsakh not to go down that dirty road. They can still take the first steps to correct the situation. They can still avoid the prospect of suffering Nicole’s fate. I know and understand that there are many obstacles. That we have prisoners kept in Azerbaijan. That there is a lot of pressure from within. But the Motherland must come first. The decree of September 26 should be canceled. There is only one week left for that,” Melik-Shahnazaryan wrote on his social network page.
