The decree on the dissolution of Artsakh no longer exists, Vladimir Grigoryan, adviser to the Artsakh president, insisted in a conversation with “Azatutyan”, stressing that the basis for this is the decree of the president of October 19, according to which the president of Artsakh, the minister of state, members of the government, the parliament, the security council the secretary, law enforcement bodies, the mayor of Stepanapakert and the heads of administrative districts continue to hold office on a public basis, that is, without pay.

Shahramanyan’s decree also states that documents issued on behalf of the Republic of Artsakh after October 1, 2023 are valid.

“Already with that decree, we can consider that Mr. Shahramanyan canceled the decree he signed on September 28. In other words, the Republic of Artsakh, the government and all other bodies will continue their activities after 2024,” he said.

– Does this mean that Samvel Shahramanyan will no longer sign a new decree on canceling his decree of September 28 on the dissolution of Artsakh? Shouldn’t we wait for a new decree?

– No, there is no need to wait. Since the decision to dissolve Artsakh was illegal and the decree of October 19 was adopted after that, and a number of legal normative acts were also adopted, it implies that the Republic of Artsakh will be after 2024.

– Will there be legal problems? Have you discussed this issue with lawyers?

– Of course, all that was discussed. We can consider that the decree of September 28 no longer exists.
