At the session convened on December 1, the Standing Committee on Economic Affairs of the National Assembly of the Republic of Armenia discussed in the first reading the amendment to the law “On State Registration of Property Rights” authored by the Government and repealing the Law HO-6-N of January 22, 2020. The package of projects “On Amendments and Additions to the Law on State Registration of Rights to Property” dated December 9, 2020 HO-495-N.

The head of the RA Cadastre Committee, Suren Tovmasyan, noted that the law adopted on January 22, 2020 will enter into force on January 1, 2022. Article 14 of the Second Law stipulates that after January 1, 2022, the architectural design task, construction permits, projects, construction completion acts and operation permits are submitted by local self-government bodies to the Cadastre Committee electronically.

Articles 2-5 of the Law “On Making Additions and Amendments to the Law on Urban Planning” adopted on May 26, 2021 also regulate these legal relations, but according to the requirements of Part 4 of Article 6 of the same law, these regulations will be in effect. From the moment the government regulations come into force, but no later than December 30, 2024. It was noted that in order to eliminate the existing inconsistencies, the Government proposes to cancel the above-mentioned bills.

The package of projects received a positive conclusion. The issue will be discussed in the upcoming regular session in a 24-hour mode.

Due to the absence of key speakers, the discussion of a number of projects included in the agenda was postponed for up to 2 months.

The commissioners discussed and presented a positive position on two legislative packages and one bill in the second reading.
