A series of arguments against the environmental licensing for the installation and operation of a 1.99 MW biogas plant in the area of ​​Sklivani was presented by the mayor of Dodoni, Christos Dakaletsis, to the Regional Council for Environmental Licensing of the Decentralized Administration of Epirus-Western Macedonia, considering that they played a significant role in the postponement of receiving decision.


Mayor Dodonis transferred to the licensing body the content of the relevant decision of the municipal council, with the negative opinion, based on the decision of the general assembly of the residents of Sklivani Community. The anxiety of these residents has been reflected in the 621 signatures collected against the installation and operation of the biogas plant.
First of all, Mr. Dakaletsis emphasized the excessive environmental burden that the area of ​​the Sklivani plain receives, indicative of which are the decisions to grant location permits for the implemented photovoltaic plant and poultry plant, while a request for an opinion on the proposed installation of an electricity production unit from biogas combustion, with a capacity of 1MW, has been withdrawn. The last installation was 138 meters away from plot 152, on which the biogas plant in question is also being sited.
The main argument of the Mayor of Dodoni was based on the following:
1. As it turned out in the long run, the investing company came to correct several flaws in the study, following the instructions of the Municipality of Dodoni, which creates reasonable concerns about the design integrity of the project as a whole, as it is certain that there may be other points as well, which have not been identified by the services of the Municipality of Dodoni.
2. In parcel 152, as High Productivity agricultural land, the installation of plants for the production of electricity from biomass, biogas or bioliquids is allowed, only on the condition that the required quantities of raw material will come from agricultural or livestock or forestry farms in a percentage of at least 85% from this same area, a fact which is doubted to happen, given that the specific quantities are not produced in the area of ​​Sklivani.
3. The disposal of the final product, which amounts to 65,000 tons (85% liquid fertilizer and 15% solid), is declared to be done in communities of other Municipal Units of the Municipality of Dodoni, such as Sellon and Lakka Souli, but without evaluating the effects on environment and the adjacent anthropogenic activities, given that some of these lands are located next to streams, while in addition, in terms of their character, it is not certain that they are agricultural or forest lands. Also, these lands have not been checked even in terms of their ownership status.
Mr. Dakaletssis, concluding, expressed his concern regarding the siting of the biogas plant at the limits of the Lourou Underground Water System of the Lourou River Basin, which is included in the Register of Protected Drinking Water Areas. He ruled that the submission of a hydrogeological study is necessary, as the disputed area of ​​plot 152 is adjacent to a stream.
