The state institutions of the Republic of Artsakh have not been dissolved. Artsakh President Samvel Shahramanyan said this during a discussion with Artsakh officials, emphasizing that there is no document in the legal framework of the Republic of Artsakh that envisages the dissolution of state institutions.

“We have stated many times that this document is null and void from the point of view of Artsakh being or not, because the state created by the people’s referendum cannot dissolve any political force, leader”, said the leader of the Artsakh NA “Justice” faction in a conversation with Aysor.am. Davit Galstyan.

“Nevertheless, it is welcome that the president of Artsakh also spoke about the nullity of that document. Political forces should engage in the process of organizing the return of Artsakh citizens. Until then, it is painful to admit that we have to explain to the RA authorities that the maintenance of the institutions of Artsakh cannot pose any threat to the RA.”

Davit Galstyan emphasizes that the current government not only does not support, but also creates obstacles.

“The government, the satellites of the government have started a campaign against the preservation of Artsakh institutions, while it is irrevocable that the legislative, executive and judicial bodies, even on a public basis, should continue to function. We should not make desperate attempts to preserve them, but realize that we are obliged to do so, we were given a mandate to serve the agenda of preserving and strengthening the statehood of Artsakh.”

According to Davit Galstyan, if the unity of RA, Artsakh and Diaspora is restored, it will be possible to get out of this hopeless situation.

“Now they are only dividing, but we must unite in order to overcome the situation and advance a pro-Armenian agenda.”
