Unions and employers, who jointly manage Agirc-Arrco, were ready, but only for retirees from the private sector, to make an effort of 400 million euros, accompanied by the end of the penalty imposed on those retiring. from legal age. This was not enough for the government, ready to take up to a billion euros from the reimbursements of exemptions from charges that it pays each year to Agirc-Arrco.

The fear of a motion of censure

Fearing a motion of censure that the Republicans could have supported, the executive gave up, inviting the social partners to start the ” work group on small pensions provided for in their agreement. “If the social partners commit to this path, the government will not adjust the system’s revenue,” promises Matignon. As a price for its opposition, Medef will nevertheless have to accept a Renaissance amendment on the exemption from family contributions between 2.5 and 3.5 minimum wage.

If it is not removed, the amounts concerned (in this case €4,368 and €6,115 gross per month) will be frozen, even if the minimum wage increases. Enough to collect an additional 600 million in social contributions in 2024. Added to the 400 million hoped for from Agirc-Arrco, the government would thus arrive at the billion in savings sought.
