The Government Commission for Legislative Activities supported the draft law on the transfer of powers for accreditation of technical inspection operators to Rosakkreditatsiya, a federal executive body that performs the functions of a national accreditation body. This was reported to Vedomosti by two participants in the commission’s meeting held on April 24.

Amendments to the law “On the technical inspection of vehicles” and other legislative acts were prepared by the head of the Federation Council Committee on Economic Policy Andrei Kutepov. He has been talking about this initiative for several years: in 2021, the senator said that it was necessary to transfer functions in the field of technical inspection of vehicles from the Russian Union of Motor Insurers to the federal executive body, since these functions “are not characteristic of the union, and therefore they are performed inefficiently “.

The senator did not comment on the fate of his project to Vedomosti (it has not yet been submitted to the State Duma). Kutepov’s representative clarified that he would give comments only after receiving the results of the consideration of the initiative in the government.

According to the provisions of the draft law, the national accreditation body is vested with the functions and powers to accredit operators, evaluate and control their activities within the framework of federal state control over the activities of accredited persons, as well as to form and maintain a register of operators.

The approach proposed by the bill is supported, according to the government’s conclusion (Vedomosti got acquainted with it). “At the same time, it should be noted that the implementation of such functions will require an increase in the staffing of the national accreditation body and additional allocations from the federal budget, which must be taken into account in the financial and economic justification for the bill,” the document says.

In addition, the draft law “needs to clarify the mechanism of payment for maintaining the accreditation of operators, to resolve issues aimed at establishing the procedure and cases for the suspension and renewal of accreditation of operators and the timing for operators to complete the competence confirmation procedure.”

The draft can be finalized during its preparation for the second reading, the government concludes.

The register of operators and control functions is now being maintained by an association of insurance companies, to which all the problems of fake technical inspections are “not a light bulb,” says Anton Shaparin, vice president of the National Automobile Union. “Now there are inspection points that exist only on paper, they promptly sell tens of thousands of documents – and all this is under the auspices of the local division of the Union of Motor Insurers,” he told Vedomosti. The amendments propose to transfer this functionality to a government agency that will “actually control” this, the expert concluded.
