For the opening of the ordinary session, Monday, October 3, the deputies began the examination of the bill paving the way for a reform of unemployment insurance in an electric atmosphere, where each group went blow for cut. A parliamentary return from the outset marked by a motion to reject this first government text. Tabled by the “rebellious” deputies, it was supported by the other components of the New People’s Ecological and Social Union (Nupes) and by the National Rally (RN).
On the form, the elected officials of La France insoumise (LFI), very mobilized all evening, regularly insulted the Minister of Labor, Olivier Dussopt, or the Renaissance rapporteur of the text, Marc Ferracci, during their speech at the podium. The elected representatives of the majority, who now wish to respond more regularly to the attacks of the opposition, replied by evoking the “rebellious” deputy from the North, Adrien Quatennens, targeted by an investigation for domestic violence against his wife.
On the merits, the LFI deputy for Haute-Garonne, Hadrien Clouet, who defended the motion of rejection for his group, deplored “a big hunt for the unemployed”a “big wage sale” and an “brutal method” from the executive. For the chosen one, this text “gives full powers to the government to set the rules of unemployment insurance without ever going back to us or the social partners”. “You have clear ideas about nothing at all. And you want full powers? It will be without us”, he launched. In the process, the RN, through the voice of Kévin Mauvieux (Eure), announced the support of his group for the motion to reject, deploring “an unjust reform that targets the unemployed”. “We agree on the diagnosis” with the left, explained the far-right deputy, before specifying: “But we don’t agree on the remedy. » Because, for Mr. Mauvieux, the solutions are the “national priority” and the “economic patriotism”.
Modulate the allowances according to the economic situation
With this bill, the government wishes, as a first step, to extend the compensation rules put in place by the 2019 reform and which expire on 1is november. But above all, he intends to change them again, by decree, by installing a modulation of the allowances according to the economic situation. “The mechanism for modulating the rules of compensation according to the state of the labor market will be examined and will be consulted in depth with the social partners”, assured the Minister of Labor, while the consultation with the trade unions and the employers, promised for mid-September, has still not started. “A certain number of questions must be answered on regionalization, on the modulation parameters, on the indicators which make it possible to take account of the economic cycle. It must be done while avoiding touching the amount of compensation, “ has also announced Olivier Dussopt.
