The RA government approved a decision by which the forcibly displaced Artsakh citizens will continue to be given 50,000 AMD monthly support for rent and utility costs until the end of the year.

According to Artak Beglaryan, the former HRD of Artsakh, former Minister of State, it is good that 2020 has finally been included in this program. displaced persons, except for 2022 beneficiaries of the accepted housing program.

“This decision, which all displaced people have been waiting for, is welcome, as an interim and important measure for partial satisfaction of existing needs. As a result of this decision, the new wave of emigration will decrease to a certain extent.

This is yet another example of how bringing the public together and raising the collective voice fairly can ensure success. This decision is obviously one of the quick results of the struggle launched by the Artsakh people’s initiative to ensure the needs of the people, because before the start of our struggle, the RA authorities had repeatedly announced that they would significantly reduce the program from April, providing support only to children. However, when they felt strong and widespread public pressure, they completely reconsidered their intentions and adopted a more inclusive and fair program than even the one that has been in place for the past six months.

Although, as a result of our struggle and public pressure, some positive trends can be observed in the revision of the previously announced approaches of the pending housing program, but still a number of fundamental problems need to be solved. They and our fundamental positions can be found in the text of our statement adopted at the March 20 rally. However, the most important thing is that all humanitarian programs should serve the vision of our collective, safe and dignified return to Artsakh, in which direction the RA government also has important things to do. At the end of the day, the problem itself is political, stemming from our collective rights and interests, but not purely humanitarian needs.

And the RA government and international organizations still have serious problems regarding the inclusivity of decision-making concerning the people of Artsakh, often either not ensuring inclusivity at all, or playing false and formal inclusivity. Why should wrong and incomplete decisions be made without taking into account the opinions and suggestions of our public and Artsakh state bodies, and then face large-scale negative consequences and public dissatisfaction, having to think about correcting the mistakes…

I am sure that the initiative will continue its struggle for the protection of the rights and interests of the people of Artsakh, despite various and multi-source speculations, difficulties and pressures,” Beglaryan wrote on Facebook.
