President Yoon responded as follows to a question about how he will respond to political changes in the United States, including the next defense budget negotiations following the results of the U.S. presidential election, at the ‘Yoon Seok-yeol administration’s second year public report and press conference’ held at the President’s Office in Yongsan, Seoul this morning.

President Yoon said, “Even if it is an ally, it does not seem appropriate to predict or make assumptions about the results of another country’s presidential election. One thing is clear. There is strong support from the U.S. Democratic Party, both parties, the House of Representatives and the Senate, and the administration regarding the ROK-US alliance.” “If we resolve the issue based on that, I think various negotiations and issues will be resolved amicably,” he said.

When asked whether he would support lethal weapons to Ukraine, which is at war with Russia, President Yoon said, “We are working on supporting Ukraine with a firm policy of not supporting lethal offensive weapons anywhere.”

He added, “In accordance with the spirit of the Constitution of the Republic of Korea and the spirit of respect for freedom and peace, we are doing our best to provide humanitarian and reconstruction support to Ukraine within the scope of our financial conditions.”

Regarding the deteriorating situation in Korea-Russia relations, President Yoon said, “Russia is a country that has had good relations with us for a long time,” and added, “Recently, with regard to the war in Ukraine and the introduction of North Korea’s weapons, we are in a different position and have an uncomfortable relationship.” He explained.

He went on to emphasize, “We will cooperate on what to cooperate on a case-by-case basis, and depending on differences in position, we will oppose or be wary of what we should do, but we will manage the Russian relationship well by pursuing economic cooperation and common interests as smoothly as possible.”

Regarding relations with Japan and cooperation with Japanese Prime Minister Fumio Kishida, President Yoon said, “I and Prime Minister Kishida have sufficient trust in each other and are fully prepared to develop the relationship between our two countries.”

He continued, “In Korea-Japan relations, there are clear differences in the positions of the people of the two countries on past history and some current issues,” but emphasized, “We need to think about what to do for the future of both countries and future generations.”

He said, “Specifically, we need to cooperate to respond to North Korean nuclear weapons and promote economic cooperation between the two countries, as well as to secure leadership for the common agenda of both countries in the Indo-Pacific region and the global community,” adding, “Although various pending issues or past history may become obstacles, “You have to have a firm goal orientation and persevere in the direction you need to go,” he added.
