The SOC brings together social, economic agents and local bodies in Girona to advance the new territorial model

The Public Employment Service of Catalonia (SOC) will adapt the design and management of active employment policies in each territory to improve its effectiveness and favor a deployment more suitable to the needs of local people and companies. To advance this new model, the Territorial Council of Girona has been set up, which brings together the representatives of unions and employers, municipal entities and local bodies. At the meeting, which was also attended by the Director of Territorial Services, he explained the keys to the new model. Torres explained that “this new approach will allow the deployment of policies and programs adapted to the characteristics and needs of each area for the benefit of individuals and companies“.

The agreement to promote active employment policies through territorial consultation means a change in the model since, from now on, it will be the entities of the territory who will coordinate and lead them respective occupational strategieswhich must be recognized and validated by the SOC.

The territorial scope of reference for the agreement is the county, although it may also be applied in municipalities with more than 50,000 inhabitants or in areas other than the strictly county, as long as the differentiated economic and occupational reality is justified.

The territorial strategy will have to be promoted by a local administration, which will work together with a system of co-governance with the economic and social agents and the private sector of its territory. The strategy will have to be presented to the SOC so that it is recognized and it will have to be accompanied by a strategic plan with a diagnosis, agreed planning and services and occupational programs that will be carried out.

The territorial strategies will be financed through an agreement that must be approved by the SOC Board of Directors and that will include all occupational services that can be carried out: professional guidance, placement management, professional qualification, promotion of employment, attention to companies, promotion of job creation and local economic development and promotion of recruitment, promotion of entrepreneurship, and geographical mobility.
