The bill on the introduction of COVID-certificates with a QR code for visiting public places will be removed from consideration in the lower house of parliament. On Friday, January 14, Speaker of the State Duma Vyacheslav Volodin wrote about this on his Telegram channel. “The bill needs to be revised,” he explained.

The politician added that this issue will be discussed on January 17 at the Council of the State Duma. “I’m sure the deputies will support this decision,” Volodin summed up.

Earlier, Russian Deputy Prime Minister Tatyana Golikova said that the government decided to postpone consideration of the bill on covid certificates in the second reading in the lower house of parliament due to the epidemiological situation in the country.

The bill on QR codes in transport has already been withdrawn

In November 2021, the Government of the Russian Federation submitted to Parliament draft laws on the introduction of QR codes in public places, in air and rail transport. In mid-December, a bill on the introduction of mandatory covid certificates for visiting public places was adopted by the State Duma in the first reading. The document provides that adult Russians will be able to visit venues for public events, cultural institutions, catering and retail facilities with the presentation of either a QR code on vaccination, or a document confirming that a person has been ill with the SARS-CoV-2 coronavirus, or a certificate of contraindications to vaccination. Restrictions should not affect pharmacies, grocery stores and stores specializing in the sale of essential goods.

In the same month, a bill to introduce QR codes for rail and air transport was withdrawn from consideration. Volodin explained this decision as “the result of a dialogue between the State Duma and the government on the basis of taking into account the opinions of the regions and citizens’ appeals.”
