On Monday morning, Timur Bekmansurov, a law student at the Perm State National Research University, committed a massacre at the university. From the gun Huglu, which he legally owned, the attacker shot and killed six people, another 28 were injured and various injuries. Before committing the crime, the student wrote a letter on social networks in which he admitted that he had been planning to commit such a thing for several years. Bekmansurov himself was wounded and detained by a policeman. President Vladimir Putin called the incident in Perm a huge disaster, and the TFR intends to assess the actions of the security officials, as well as the employees responsible for organizing the security of the university.
The first victim of the shooter, according to Kommersant, was the security guard of the private security company, who was at one of the control points of the university. By shooting him with buckshot from a Turkish smoothbore gun Huglu, Timur Bekmansurov was able to get into the campus. On the way to the educational buildings, he wounded several more people. At the entrance to the eighth building, he fired a shot at a group of students. As a result, one of them was wounded, after the shooter finished him off with a shot at point-blank range. According to eyewitnesses, the freshman moved between the eighth and sixth buildings, which are connected by a capital passage, shooting at everyone who came across him on the way.
Fleeing from the killer, students jumped out of the windows of the second floor, some of them were injured during the fall, including fractures.
As a result of the shooting, according to the TFR, six people were killed and 28 sought medical help. Some of them were hospitalized. Among the dead was endoscopist Margarita Engaus, who came to the campus to pick up her grandson from a tour of the botanical garden.
After the shooting started, some of the students and staff were able to run out into the street, while the rest tried to barricade themselves in classrooms, canteens and libraries. Some of them were hiding in the paleontological museum. “I was in the classroom in the chemical building on the second floor when the shooting started,” one of the students of the chemistry department told Kommersant. “The door was open, but we did not have the keys. Our teacher Alexandra Aleksandrovna took some kind of cord and tied the door handles, the shooter began to burst towards us, but somehow that cord held out. Then he started shooting at the door, then at the wall. Then, apparently, he realized that he would not be able to get into the audience, and went on to shoot along the corridor. Nobody was hurt in our group, I don’t even know. ” According to the student, Bekmansurov fired at least five shots at the wall and door.

“The teacher and I put desks and tables in front of the door and sat in the classroom for an hour and a half until the riot police came and took us out,” said one of the students, “and the door from the classroom opened out. The security guard did not have time to press the panic button to call the employees of the non-departmental guard of the Russian Guard, so the security officials and doctors were called by mobile phones.
One of the eyewitnesses ran to the traffic police department for the Dzerzhinsky district, which is located a few dozen meters from the campus, and informed the police officers who were drawing up the accident report about the shooting. At that time, there were officers of the DPS regiment of the Perm Ministry of Internal Affairs, junior lieutenant Konstantin Kalinin and senior lieutenant Vladimir Makarov. “My partner and I went to check this information, saw people running out of the university, and we heard shooting. As a result of shots from a Makarov pistol fired by police officer Kalinin, Bekmansurov received injuries to both legs and abdomen. The first aid to the killer was provided by the policeman himself, after which Bekmansurov was taken to the hospital, where he underwent an urgent operation. It should be noted that in recent days it is the traffic police officers, and not the special forces and other operational services, who have neutralized the mass murderers: on Friday, they injured and detained Viktor Mirsky, who killed three people in the Voronezh region. Distinguished law enforcement officers were presented to the Orders of Courage.
After receiving information about the shooting at the university, law enforcement officers worked out the version that the attacker might have accomplices. Police officers, as well as SOBR and OMON fighters, including snipers, were pulled to the university. But in the end, the version that there could be more than one shooter was not confirmed. The security forces started evacuating people from the campus, which lasted several hours. Several taxi services, as well as ordinary drivers, volunteered to take them home for free.
It is known about Timur Bekmansurov that this year he entered the first year of the law faculty of Perm State National Research University.
Before committing the crime, he wrote a post where he explained in detail why he decided to commit mass murder.
At the same time, the student initially considered the school, where he studied before entering the Perm State National Research University, as well as shopping centers, hospitals and a draft board as targets of attack. According to the killer, he decided to commit a crime several years ago.

In the Investigative Directorate of the Investigative Committee of the Russian Federation in the Perm Territory, a criminal case was opened under Part 2 of Art. 105 of the Criminal Code of the Russian Federation (murder of two or more persons). By the decision of the head of the department, Alexander Bastrykin, it was transferred for investigation to the main investigation department of the central office of the department. As part of the case, investigators, with the support of FSB officers, conducted an urgent, without judicial authorization, search in the apartment where Bekmansurov lived.
According to the interlocutors of Kommersant, several examinations have been assigned in the criminal case, including forensic examinations, as well as ballistic and psychological and psychiatric examinations in relation to Timur Bekmansurov. The latter must establish how adequate the killer was.
According to human rights activists, his peer Ilnaz Galyaviev, who killed seven children and two teachers in gymnasium No. 175 on May 11, suffered 24 more (Bekmansurov mentioned him in his post), was recognized by specialists from the N. Investigators have to carry out a huge amount of work in Perm: only a few hundred interrogations of witnesses are planned. Some of them, who studied with Bekmansurov, note that the young man was quiet and unsociable, and revived only when it came to weapons and World War II: even going to university, he put on a helmet similar to a German one.
In addition, the investigation intends to assess the actions of the officials who issued Bekmansurov the documents necessary to obtain weapons, as well as the employees responsible for organizing the security of the Perm State National Research University. The Rosgvardia said that the young man owned a gun quite legally, having managed to obtain all the necessary documents before, after the Kazan tragedy, changes were made to the legislation, according to which, in particular, barrels can be owned from the age of 21.
“This is a huge disaster not only for families who have lost their children, but for the whole country,” said President Vladimir Putin, who was immediately informed about the events in Perm. “Law enforcement agencies will do everything necessary to investigate this terrible crime, to find out the reasons for what happened, and the regional and federal authorities will take all necessary actions to support the victims and the families of the deceased children,” he added.
Minister of Health Mikhail Murashko, head of the Ministry of Education and Science Valery Falkov arrived in Perm. The latter will coordinate the work of law enforcement agencies.
According to the Ministry of Territorial Security of the Perm Territory, the families of the victims will be paid from the regional budget 1 million rubles each, those who received gunshot wounds – 500 thousand rubles each, and those who received other injuries – 100 thousand rubles each. Another 1 million rubles. will pay to the families of the victims of the university. A team of surgeons, anesthesiologists, resuscitators and traumatologists who arrived from Moscow with special equipment will take part in helping the wounded.
