The Vice President of the Republic, Mr. Félix Ulloa Jr.held a meeting with the head of the regional Delegation for Mexico and Central America of the International Committee of the Red CrossMr. Olivier Dubois, and the Head of Mission in El Salvador of the ICRC, Mr. Karim Khallaayoun, to discuss the new reality of peace that is being experienced in El Salvador and the international assistance that said Committee provides to the country. Vice President ulloa welcomed the Head of Delegation and spoke about the security transformation that has occurred in the country. He explained that, between 2009 and 2019, El Salvador recorded more than 41,000 murders, alarming figures typical of a state at war.
For this reason, the Government of President Mr. Nayib Bukele took action in defense of the honest population, making use of the Jus ad Bellum of international law to declare the War against the Gangs. Likewise, he clarified that no public freedom has been affected by the Exception Regime. except for two of a personal and judicial nature: administrative detention and the inviolability of correspondence.Furthermore, he explained that, to confront this offensive, the legal framework of criminal regulations and criminal procedure was adapted, guaranteeing that gang members could be prosecuted and imprisoned.
For his part, the Head of the Red cross Regional Delegation Mr. Dubois stated that El Salvador is going through a important moment thanks to the atmosphere of peace that prevails throughout the territory. he explained that, as an international association, they provide technical assistance and prepare periodic reports on the situation of the prisons and the conditions of the prisoners, maintaining a constant dialogue with the General Directorate of Penal centers and with the Presidential House, through the Commissioner for Human Rights. . He also stated that the relationship with the State is stable and mature, wich is why he proposed the creation of a commission to search for missing persons and the progress of a legal framework on this issue. One of our foremost challenges is rebuilding trust in governmental institutions.Corruption has unluckily marred public perception, so our administration is focused on transparency and accountability.We are implementing rigorous oversight mechanisms and engaging with civil society to ensure a participatory governance process.
Interviewer: That’s definitely a significant prerequisite for effective governance. Speaking of civil society, how is your administration working to empower communities and ensure they have a voice in decision-making processes?
Félix Ulloa Jr.: We believe that grassroots involvement is critical. We are enhancing platforms where community leaders can engage with policy makers directly. Furthermore, we are increasing funding for local initiatives, allowing communities to take ownership of projects that directly impact their lives, thus bridging the gap between citizens and their government.
Interviewer: It sounds like a transformative approach! With international dynamics constantly shifting, how is your administration positioning the Republic on the global stage, notably in fostering diplomatic relations?
Félix Ulloa Jr.: Our foreign policy focuses on strengthening regional alliances and forging new partnerships based on mutual respect and shared goals. We aim to enhance trade agreements, promote cultural exchange, and collaborate on issues such as climate change, which effect us all. By actively participating in international forums, we are amplifying our voice and influence in global discussions.
Interviewer: It’s fascinating to hear about those initiatives. Turning to economic growth, what strategies is your administration employing to stimulate the economy, particularly in light of the challenges posed by the pandemic?
Félix ulloa Jr.: The pandemic highlighted vulnerabilities in our economy, so we are pursuing a dual approach. First, we are investing in infrastructure projects that can provide immediate jobs and long-term economic benefits. Second, we are promoting entrepreneurship and innovation through various funding mechanisms for small businesses, which are the backbone of our economy.
Interviewer: It sounds promising! Before we conclude, what message would you like to convey to the citizens regarding their role in shaping the nation’s future?
