This was said by the Minister of Agriculture and Food, Kiril Vatev, before the Parliamentary Committee on Agriculture, Food and Forestry, quoted by the ministry’s press center. The commission presented a project for the redistribution of the funds provided for interventions in the Strategic Plan for the Development of Agriculture and Rural Areas in Bulgaria for the period 2023-2027. The development of the project was assigned by a decision of the National Assembly.

The Deputy Ministers of Agriculture and Food, Tanya Georgieva and Alexander Yotsev, also participated in the meeting.

Minister Vatev emphasized how important it is that interventions in the agricultural sector be based on market analysis, and that the focus be on production as a final product, and not only on subsidies.

The experts from the MFA informed the people’s representatives that the changes took into account the preservation of the balance between the ecological ambition and ensuring food security, taking into account both the significant changes that have occurred in the business environment, as well as the data from the analysis of Campaign 2023 and the received opinions and proposals of the branch organizations in the agricultural sector and other interested parties.

After an analysis of the Campaign 2023, the interventions for direct payments were updated, and for the eco-schemes with the greatest declared interest from the farmers – to promote green fertilization and to reduce the use of pesticides, the budgets and areas eligible for support were increased.

In the case of production-related income support, by decision of the Monitoring Committee, it is abolished the modulated size of assistance in the sector “Cattle breeding” with the aim of stimulating the production of milk and meat, increasing the efficiency and modernization, and the cooperation of small farms.

In the “Fruits and vegetables” sector, the requirement for certification by an agronomist for fruiting of the permanent plantations applied for assistance under the intervention remains.

The support for plums and dessert grapes is aligned with other crops within the intervention, introduced modulated rates of assisting for the bound with the production support of fruits. Support for potato production is divided into two directions: for starch and for seed production.

In the production-linked income support for greenhouse production, the rates and yields for heated and unheated greenhouses are differentiated.

At the proposal of the Managing Authority, part of the interventions co-financed by the EAFRD in the area of ​​obligations in the field of environment and climate and other obligations in the field of management, animal welfare and antimicrobial resistance have been updated.

Some of the interventions for the development of rural areas in the direction of investments in production and processing have been updated in order to increase the competitiveness and efficiency of enterprises.

The budget of the animal welfare intervention is increased. For the first time, support is being introduced for new farmers just entering the Agriculture sector.

The start-up aid for young farmers is being significantly increased with the aim of introducing young people into agriculture and encouraging them to stay working in the sector.

The changes in the Strategic Plan also affect the standards for good agricultural and ecological condition (GEDS) 4, 5 and 6 in response to the signals from agricultural producers about difficulties in complying with them, and the changes to the three GEDS have been agreed with all branch organizations in the sector.

As a result of the debate held in the committee, an agreement was reached to specify some changes.

In the process of changing the strategic document, the management of the Ministry of Agriculture informed in detail the branch organizations from the sectors “Crop breeding” and “Livestock breeding” in the period 11-12 September, and the agricultural producers made their proposals. The changes were reviewed by the Monitoring Committee on September 18 and the Strategic Plan Governing Body is preparing to hold a written conciliation process to approve the final changes to the interventions by the committee members.
