To register low insecurity rates in the entity, Oaxaca was the headquarters of the XXX Plenary Assembly of the National Conference of Secretaries of Public Securitywhich was chaired by the Governor Solomon Jara Cross and was attended by the Secretary of Security and Citizen Protection (SSPC) of the Government of Mexico Rosa Icela Rodríguez.

During the meeting in which 23 public security officials, representatives of this agency and state and federal officials participated, different tactics on the matter used by each entity were examined, as well as strategic areas to strengthen their actions in favor of citizens.

In his participation, the Governor of Oaxaca reported that the reduction in crime rates was achieved as a result of various works such as the dignification of the salaries of police elements, trained, certified and professional security forces, and the improvement of tactical and infrastructure. He highlighted that 2,206 topiles have been certified in 109 municipalities.

He stated that strategies of this nature made the state the fifth state with the least crimes per 100,000 inhabitants, and that during 2023 violent deaths of women were reduced by 30 percent.

During the Plenary Session, the concern of the federal entities was also expressed regarding the possibility that the Supreme Court of Justice of the Nation (SCJN) declares informal preventive detention inapplicable.

During her intervention, the Secretary of Security of the Government of the Republic, Rosa Icela Rodríguez, declared that this last year of the federal administration has been key to consolidating the results obtained within the framework of the National Public Security Strategy.

Proof of this is that currently the progress in economic matters is palpable; For example, the increase in the minimum wage that went from 88.36 pesos in 2018 to 248.93 pesos in 2024; the strengthening of the peso, which appreciated by 13.11 percent in 2023, in addition to representing the twelfth economy in the world.

Other statistics show that in this six-year period, 49 thousand firearms, more than 8.2 tons of fentanyl, more than 95 thousand vehicles and the destruction of more than 2,400 methamphetamine laboratories were seized, representing an impact on crime finances, more than 2 billion pesos.

Likewise, there was a 22 percent decrease in intentional homicides, 49.3 percent in motor vehicle theft, 29.7 percent in feminicide, and 82 percent in kidnapping, to name a few items. Regarding the perception of insecurity, this decreased by 17.2 percent.

The National Anti-Kidnapping Coordination, from July 16, 2019 to March 31, 2024, dismantled 671 gangs, detained 6,106 people and released 2,996 victims.

Regarding the theft of hydrocarbons, this decreased 94.2 percent, generating an estimated savings, from December 1, 2018 to March 31, 2024, of 322 thousand 464 million 610 thousand 989 pesos.

Through a virtual message, Luisa María Alcalde Lujan, head of the Ministry of the Interior (Segob), referred to the importance of permanent coordination in security work by the states, mainly due to the current context of an electoral process throughout the country.

Likewise, he shared the concern of the Government of Mexico about the implications that may arise regarding informal preventive detention. In this sense, he called on the Court to have a much broader vision, which would allow it to have sufficient elements to make a determination like this.

The meeting promoted the coordination of actions between the federal and state agencies in charge of security, to combat the crimes that most affect the population, promote police development and address matters within their jurisdiction.
