A working group has been set up to discuss the amendments, in which the Central Bank, which does not have the right to initiate legislation, has been assigned a coordinating role, Smirnov stressed. The mechanism of information interaction between the Russian Union of Insurers (RSA) and the Ministry of Internal Affairs and the feasibility of the amendments are being discussed with insurance market participants.

In December last year, the PCA came up with a proposal to increase the fine for driving a car without an OSAGO policy to 5,000 rubles.
