A working group has been set up to discuss the amendments, in which the Central Bank, which does not have the right to initiate legislation, has been assigned a coordinating role, Smirnov stressed. The mechanism of information interaction between the Russian Union of Insurers (RSA) and the Ministry of Internal Affairs and the feasibility of the amendments are being discussed with insurance market participants.

In December last year, the PCA came up with a proposal to increase the fine for driving a car without an OSAGO policy to 5,000 rubles. They said that the current fine of 800 rubles. has not changed for 18 years and its size should be comparable to the cost of the policy. In early April, Deputy Finance Minister Alexei Moiseev announced that the Finance Ministry supported an increase in the fine for driving without an OSAGO policy to an “economically reasonable level.”

As Vedomosti wrote earlier, the Federation Council Committee on Financial Policy recommended that the Ministry of Finance temporarily increase the period for car repairs under OSAGO from 30 to 45 days. In addition to increasing the repair time, the senators suggested that the Central Bank and the RSA consider updating the unified reference books with prices for spare parts when calculating the cost of repairs more often than once a quarter, due to their high volatility.
