Nearly three-quarters of England and all of Wales are under drought conditions following provisional records for their driest July, prompting 11 water companies to enforce hosepipe bans affecting roughly 30 million people as depleted soils and low river flows strain UK water supplies.

Drought Declarations and Scarcity Across the UK Nations

Roughly 30 million people across parts of England and Wales are now covered by hosepipe bans as environmental authorities grapple with widespread water stress. In England, nearly three-quarters of the country sits in official drought status according to the Environment Agency (EA), while northern parts of the nation remain categorized under prolonged dry weather. Across the border, the entire territory of Wales is designated as experiencing drought, with Natural Resources Wales reporting that sustained high temperatures are causing the natural environment to deteriorate.

The regulatory response differs across the other home nations. Northern Ireland currently records no official droughts. Scotland relies on monitoring water scarcity rather than formal drought declarations. Although recent rainfall has improved conditions in certain Scottish sectors, the Scottish Environment Protection Agency notes that some areas remain within the two most extreme scarcity categories of moderate or significant scarcity.

Rivers, Reservoirs, and the Mechanics of Summer Scarcity

Water resources are heavily depleted across the board. Both England and Wales provisionally recorded their driest July on record. This lack of precipitation followed hot, dry conditions through the spring and early summer, taking a heavy toll on rivers, agricultural crops, and wider ecosystems. The UK Centre for Ecology & Hydrology (UKCEH) reported that almost all river flows in England and Wales fell into below normal, notably low, or exceptionally low classifications during July.

Steve Turner, hydrologist at the UKCEH, stated that it was the third time in the last five years that drought conditions had intensified rapidly following exceptional spring and summer dryness.

Reservoir levels across England sit some way below average for the time of year, while Welsh reservoirs are also declining. However, Dŵr Cymru Welsh Water maintains that its overall water resource position remains relatively strong. Northern Ireland and Scotland report reservoir levels closer to average.

South-east England relies heavily on groundwater stored in rock formations. While groundwater levels are generally dropping, almost half of monitored sites recorded normal or higher levels in July. Because water moves slowly through certain rock types—sometimes taking years to react to current conditions—these subterranean stores offer a vital buffer. As the British Geological Survey explains, groundwater responds more slowly to climate shifts than rivers, leading to droughts that develop more slowly but can be longer-lasting.

Climate Pressures, Infrastructure Strain, and Long-Term Planning

Eleven UK water companies have rolled out restrictions prohibiting hosepipes for watering gardens, washing vehicles and windows, and filling pools. Ten of these utilities operate across central, southern, and eastern England, while one covers Wales.

Richard Allan, professor of climate science at the University of Reading, explained that a warmer atmosphere has an increased thirst for moisture, which can mean that water in the soil, rivers, and reservoirs is depleted more effectively, leading to more rapidly onsetting droughts, heatwaves, and wildfires.

While the Met Office anticipates drier summers on average as global temperatures rise, rising temperatures exert an immediate physical toll by accelerating surface evaporation. As the University of Reading notes, a warmer atmosphere draws extra moisture out of soils, rivers, and reservoirs.

Beyond natural drivers, human factors dictate supply security. A landmark review of the water sector in England and Wales criticized water companies for historic underinvestment in infrastructure. To counter future shortages, the government and utility providers are planning nine new reservoirs for England by 2050, supplementing another facility currently under construction at Havant Thicket in Hampshire. In the interim, environmental regulators warn that strict demand controls and leak management—including further hosepipe prohibitions—will remain necessary.
