Ukraine criticizes lack of condemnation of Russia in G20 statement

After the difficult negotiations over a G20 summit declaration that mentioned the war in Ukraine, Russia praised the final document as “balanced”. Moscow welcomes New Delhi’s result, Russian negotiator Svetlana Lukash told reporters in the Indian capital on Saturday. India’s Prime Minister Narendra Modi, as host, announced the “pleasant news” that such a declaration had been made despite the struggle over wording on the war in Ukraine.

In the final declaration, the Russian war of aggression against Ukraine is no longer explicitly condemned, as was the case at the G20 summit last year. Instead, reference is now only made to relevant United Nations resolutions – and generally to territorial integrity, i.e. the inviolability of borders.

Russia had previously emphasized that it would only support a final document if its position was included in it. Nevertheless, it was one of the most difficult summits, said Lukasch. “The vote on the declaration took 20 days before the summit and five days here on site,” she said. “This can be explained not only by any differences of opinion on Ukraine, but also by different positions on some key issues – especially climate change and the transition to lower carbon energy systems.”

However, Lukash also admitted that there had been “very difficult negotiations” regarding Ukraine. Ultimately, the Brics states (Brazil, Russia, India, China and South Africa) and other partners contributed to the balanced declaration. Overall, important results were achieved, especially for developing countries. This involves the reform of the international financial systems, food safety and climate and energy issues. In the end there will be a consensus among the states to act unitedly in the “interests of peace, security and the resolution of conflicts everywhere in the world,” said Lukasch.
