Ukraine War: US-Led Talks in Florida Continue Amidst Renewed Russian Strikes

Diplomatic efforts to end the conflict in Ukraine are ongoing, with recent discussions in Florida between Ukrainian and American officials, even as Russia intensifies attacks on Ukrainian infrastructure.

Negotiations entered a third day on Saturday, with the Ukrainian president reporting a “substantial and constructive” conversation with American envoys Steve Witkoff and Jared Kushner, alongside representatives from Kyiv, near Miami. Discussions centered on “the key issues that could guarantee an end to the bloodshed” and the potential for Russia to uphold any future commitments, the Ukrainian leader assured via social media. Agreement was reached on “next steps” and the “format of discussions” with the United States, though it remains unclear whether the Florida talks have concluded.

The dialogue unfolds against a backdrop of escalating violence. Ukraine’s army reported that 653 Russian drones and 51 missiles targeted the country overnight, underscoring the challenges to achieving a lasting peace. Despite the continued attacks, both Ukrainian and American diplomats affirmed on Friday that “any real progress towards an agreement depends on Russia’s willingness to seriously commit to lasting peace.”

Washington stated that participants had “agreed on the framework of security arrangements and deterrence capabilities necessary to maintain a lasting peace” following a potential ceasefire. However, the path forward remains complex, with European leaders largely excluded from these initial negotiations. A meeting of several European leaders, including French President Emmanuel Macron, is scheduled for Monday in London.

The American plan for a resolution, presented almost three weeks ago, has faced scrutiny from the European Union, with concerns raised that its initial version was overly favorable to Russian interests. The plan’s negotiation involved Steve Witkoff, who has been criticized for perceived ties to Moscow. “Imposing restrictions and constraints on Ukraine will not bring us lasting peace,” cautioned the head of European diplomacy on Saturday, signaling a desire to amend the proposal.

Details regarding the revised American plan remain scarce. Following a visit by U.S. envoys to Moscow on Tuesday, the Kremlin acknowledged progress but indicated “much work remained.” The Ukrainian president is awaiting a detailed report from negotiators Roustem Oumerov and Andriï Gnatov upon their return from Florida.

The diplomatic push coincides with a humanitarian crisis. Recent massive Russian strikes have left thousands of Ukrainian homes without heat and water. “The main targets of these strikes were, once again, energy installations. Russia’s goal is to inflict suffering on millions of Ukrainians,” the Ukrainian leader stated. Three injuries were reported in the Kyiv region, with energy sites in the regions of Chernihiv, Zaporizhia, Lviv, and Dnipropetrovsk also targeted.

In the Odessa region, approximately 9,500 subscribers are without heating and 34,000 lack running water due to infrastructure damage, according to a deputy prime minister. Meanwhile, the Russian Defense Ministry claims to have intercepted 116 Ukrainian drones over Russian territory overnight.

The situation remains fluid, with the success of ongoing diplomatic efforts hinging on a fundamental shift in Russia’s approach to the conflict.
