Ukraine withdrew from two CIS agreements

The Verkhovna Rada adopted a law on Ukraine’s withdrawal from the CIS agreement on the rules for determining the origin of goods from developing countries when granting tariff preferences under the Generalized System of Preferences. 309 deputies of parliament voted for the relevant decision, with the required minimum of 226 votes. In addition, Ukraine also withdrew from the agreement on the CIS anti-terrorist center.

The explanatory note stated that the withdrawal from the agreement on the origin of goods would not affect the interests of Ukrainian producers and exporters. According to the explanatory note to the draft, the current Ukrainian legislation does not provide for the provision of tariff preferences within the framework of the general system of preferences for developing countries, so it is advisable to terminate the agreement.

The agreement was concluded by the CIS countries on April 12, 1996 in order to create a unified international legal framework within the CIS on the issues of determining the origin of goods from developing countries.

Earlier, Ukraine unilaterally terminated a number of agreements and treaties with the CIS. Last year, the country withdrew from the CIS agreements on civil aviation and airspace, as well as from the agreement on consumer protection. In December 2020, Ukraine denounced three agreements with the CIS in the field of nuclear energy.
