UN Secretary-General António Guterres denied the statement of Russian President Vladimir Putin about the genocide taking place on the territory of Donbass. Commenting on his statement and the escalation of the conflict between Russia and Ukraine on Tuesday, February 22, Guterres indicated that the concept of genocide has a clear definition and must be applied in accordance with international law. “I don’t think this is the case in this case,” he stressed.

Guterres also noted that the entry of Russian troops into the territory of Donetsk and Luhansk regions will not be a peacekeeping operation. “When the troops of one country enter the territory of another country without its consent, they are not impartial peacekeepers. They are not peacekeepers at all,” he added.

The decision of the Russian Federation contradicts the UN Charter

“The decision of the Russian Federation to recognize the so-called “independence” of certain regions of the Donetsk and Lugansk regions is a violation of the territorial integrity and sovereignty of Ukraine,” the head of the UN further stressed. He pointed out that this measure “directly contradicts” the principles of the UN Charter and is a “mortal blow” to the Minsk agreements approved by the UN Security Council.

“The principles of the UN Charter are not a restaurant menu. They cannot be applied selectively. Member States have accepted all of them and must apply all of them,” Guterres said.

Escalation of the conflict between Russia and Ukraine

On February 15, Putin announced the “genocide” in the Donbas during a press conference with German Chancellor Olaf Scholz. On the evening of February 21, the Russian Federation recognized the separatist “Donetsk and Lugansk People’s Republics”, and the next day the Russian president announced that the independence of the “DNR” and “LNR” is recognized within the borders of the Donetsk and Luhansk regions of Ukraine. The Federation Council of the Russian Federation allowed the president to use the army in eastern Ukraine, near the borders of which a powerful group of Russian troops numbering about 150 thousand soldiers is already concentrated.

The world community has sharply condemned the gross violation of the territorial integrity and sovereignty of Ukraine. The West fears a military escalation of the conflict. The European Union, Great Britain, the United States, followed by Canada, Japan and Australia have decided on new sanctions against Russia. Meanwhile, Kiev is preparing to introduce a state of emergency throughout the country, except for the Donetsk and Luhansk regions, where it has been operating since 2014. The corresponding decision was made by the National Security and Defense Council (NSDC) of Ukraine, after which it is considered by the Verkhovna Rada.
