Under UN sponsorship, Libya agrees to a unified law for reconciliation and transitional justice

The UN mission announced the agreement of representatives of the Presidential Council, the House of Representatives, the Supreme Council of State, and the Constituent Assembly for Drafting the Constitution on a single comprehensive draft law on national reconciliation.

The UN mission said that this project will be presented to the Justice and Reconciliation Committee of the House of Representatives before being transferred to the House of Representatives to vote on it in a public session.

This came during a two-day workshop in Tunisia, organized by the UN mission, in which 22 Libyans participated, including legislators, experts, and jurists, in order to combine two draft laws that were drafted separately, one of them by a legal committee formed by the Presidential Council as part of its mandate, and the other prepared by the House of Representatives.

The participants addressed controversial points, including the role of amnesty, memory preservation, compensation, types of violations, and the mechanism for selecting members of the Truth and Reconciliation Commission.

The participants stressed that the political division constitutes a major challenge to reconciliation efforts, and makes the process of implementing the law difficult, and the new law aims to address the shortcomings of previous laws that did not enter into force.

The head of the Human Rights and Rule of Law Department at the mission, Suki Nagra, stressed the importance of national reconciliation to achieve lasting stability and peace in Libya, and to respond to the rights of victims to truth, justice and reparations, stressing that Libya needs a strong transitional justice law to address past injustices and achieve lasting stability.

This meeting is the first of its kind, as it brought together representatives of various councils to discuss the national reconciliation law.
