New York: India has once again strongly raised the demand for reform in the Security Council. India on Tuesday called for decisive action on Security Council reform and supported an inclusive framework that truly represents today’s dynamic global scenario. India’s Permanent Representative to the United Nations Ruchira Kamboj raised this demand during the sixth round of inter-governmental talks on Security Council reform in New York. Kamboj said that India is in favor of expanding the membership of the United Nations Security Council. There is a need for expansion of both permanent and non-permanent categories.
Kamboj said, ‘We believe that to bring real reform in the Security Council, its expansion is necessary. This is the only way to represent everyone and make them more accountable and effective. Kamboj stressed that India today needs a Council that complements the geographical and developmental diversity of the United Nations. For this we demand its expansion.

Ruchira Kamboj said, ‘We need a reformed Security Council that better reflects the geographic and developmental diversity of the United Nations today. A Security Council where the voices of developing countries and unrepresented regions, including the vast majority of Africa, Latin America and Asia and the Pacific, also get a due place. For this, expansion of the Council in both categories of membership is absolutely necessary. Kamboj said India’s position has been widely supported by most member states and this fact is on record in the 2015 framework document on the issue of categories of membership.

Kamboj said a total of 113 out of 122 member states supported the expansion of both existing categories specified in the charter. This means that more than 90 percent of the written submissions to the document were in its favor. Only a handful of member states do not want its extension. There has been a general feeling in the Council that expanding the permanent category would be undemocratic. He questioned that we are not able to understand how what most of the countries are supporting can be undemocratic.

Kamboj said that we all accept the fact that the current structure of the Security Council does not reflect contemporary realities and is in urgent need of reform. Just expanding the temporary category will not solve the problem, there will have to be expansion in the permanent category also. Let us tell you that India has been demanding a permanent seat in the Security Council for a long time to better represent the interests of the developing world. India has been a non-permanent member of the United Nations Security Council for eight times (16 years). India is a member of the G4, a group of countries that support each other in seeking permanent membership in the UNSC. These countries advocate reform of the UNSC.
