Trump Suspends Green Card Lottery After Brown University Shooting & MIT Killing

Following a tragic mass shooting at Brown University and the suspected murder of an MIT professor, President Donald Trump has suspended the Diversity Visa (DV) Lottery program. The decision, announced on December 14, aims to address security concerns surrounding the visa program, which grants up to 50,000 immigrants visas annually based on a random selection process from countries with historically low rates of immigration to the United States.
Shooting at Brown University & Manhunt
The suspension comes in the wake of a shooting on December 13 at Brown University’s engineering building in Providence, Rhode Island, during final exams. Two students were killed: Ella Cook, 19, of Alabama, and Mukhammad Aziz Umurzokov, 18, an Uzbek-American. Nine others were injured. The suspect, identified as Claudio Neves Valente, a 48-year-old Portuguese national, was found dead on Thursday in Salem, New Hampshire, from what authorities believe was a self-inflicted gunshot wound.
A six-day, multi-state manhunt led investigators to Valente after reviewing video evidence and receiving tips from the public. Police located a car rental linked to the suspect, ultimately discovering him deceased with a satchel and two firearms. Evidence found in a vehicle nearby matched the scene of the shooting at Brown University, according to Rhode Island Attorney General Peter Neronha.
Connection to MIT Professor’s Death
Authorities believe Valente is also responsible for the death of Nuno F Gomes Loureiro, 47, a Portuguese professor at the Massachusetts Institute of Technology (MIT). Loureiro was found shot at his home in Brookline, Massachusetts, earlier this week. Investigators linked the two cases when they identified Valente’s vehicle via CCTV footage and a witness account from Brown University, noting the same car was observed near the scene of Loureiro’s shooting just two days prior. Both men had previously studied at the same university in Portugal in the late 1990s, according to police.
Prior Concerns & Program History
This is not the first time the Trump administration has sought to end the DV Lottery. A senior official stated that President Trump previously “fought to end” the scheme in 2017 following a truck-ramming attack in New York City that killed eight people. The perpetrator of that attack, Sayfullo Saipov, an Islamic State supporter serving multiple life sentences, also entered the US through the DV1 program.
Homeland Security Secretary Kristi Noem said she paused the visa scheme under the President’s direction to “ensure no more Americans are harmed by this disastrous programme.” The program makes up to 50,000 visas available each year to individuals from countries with low immigration rates to the US. Valente himself entered the country through the DV1 program in 2017 and was subsequently granted a green card.
Suspect’s Background & Investigation
Brown University President Christina Paxson confirmed that Valente was enrolled at the Ivy League school from the autumn of 2000 to the following spring, studying for a PhD in physics. However, she emphasized that he had “no current active affiliation” with the university. Authorities have yet to establish a motive for either the shooting at Brown University or the death of Professor Loureiro.
The investigation remains ongoing, with authorities continuing to gather evidence and analyze the suspect’s background. The suspension of the Diversity Visa Lottery signals a significant shift in immigration policy, driven by concerns over national security in the wake of these tragic events.
