The Office of the President of Ukraine confirmed the transmission of the plan and announced an agreement to refine the document within a “short time frame,” as relayed by an American official familiar with the discussions. Zelenskyy reportedly emphasized Ukraine’s “fundamental principles” during the meeting, seeking a resolution that would provide a “worthy end to the war.”

Adding to the complexity, Verkhovna Rada deputy Alexey Goncharenko publicly released a 28-point document on the evening of November 20, claiming it to be the US peace plan. Several Ukrainian media outlets subsequently published the document. However, officials have yet to officially confirm its authenticity or connection to the ongoing negotiations.
