The decision on Ukraine was made at the end of last year – a few weeks before the talks between Moscow and Washington on strategic stability.
American congressmen interviewed by journalists said they only recently learned about the Biden administration’s plans to provide additional assistance to Kiev. It is emphasized that the US President has special powers to write off budget funds. Under this mechanism, Pentagon equipment is sent to a country “in danger.” The White House is obliged to inform Congress that “an unforeseen situation requires the provision of immediate military assistance to another country.”
